participatory task force. She described the phone calls she received asking for Council to
continue seeking information on this subject.
Councilwoman Buchan said there was no way of knowing what could be done in that
area without assembling a group of interested people and gathering further information on
all the issues. She suggested that the Council Members, Chamber members, the City of
San Carlos, Dr. Nobles, and Mrs. Spangler get together to discuss all the issues and report
back to Council before a final vote was taken.
Councilman Leipzig said he agreed with Councilwoman La Berge's suggestion to form a
committee, and look at the possibility of a connector road.
Councilman Ruskin asked that Dr. Nobles be a part of the Committee if he so chose, and
study and research all the issues to "offer the community the ability to know that we had a
full discussion about this. That we talked it through and did our jobs properly."
Councilman Claire said he would have to vote "no" on a connector road. He said, "you
are looking at spending... more like $5 million to build a connector road. Let's say we can
split it with San Carlos, which I doubt we will be able to do, because San Carlos doesn't
get that much out of it. You are talking about spending... $30,000 for this committee.
We've been talking about saving money on this Council for the last year, and we are going
to spend $30,000 on something that I doubt very much if the majority of people of
Redwood City even care about." Councilman Claire said the road was an important issue
when there were plans to develop the area. But in 1982 the people of Redwood City said
"no" to development, and therefore there is no need for that road. He said he would agree
with delaying a decision until the Council receives information on what Redwood Shores
residents want. He suggested a questionnaire in water bills so people could vote on this
issue. Councilman Claire added that the funds needed for a road would be better spent on
more police in Redwood City.
Council Members discussed the responses they have received expressing interest in a
connector road, and the advantages of a fuller discussion of this matter so the people of
Redwood City would not feel that the Council short changed them on such an important
issue. The 1982 vote was "no" to development, not rejection of a connector road.
MIS: LEIPZIG/- TO FORM AN AD HOC COMMITTEE TO CONSIDER THE
POSSIBILITY OF A CONNECTOR ROAD BETWEEN REDWOOD SHORES AND
REDWOOD CITY PROPER
MEMO 4/8/97
Councilman Claire offered to second the motion if before the Committee was formed
there would be a survey of the Redwood Shores residents.
MEMO 4/8/97
The maker ofthe motion advised his intention was to have the Committee do the survey.
REGULAR COUNCIL MEETING MINUTE BOOK NO. 55 APRIL 7,1997
MINUTES Page No. 246 PAGE 24
