Bair Island will add another <br /> two miles. He said SBSA owns the easement over the force main, and the only way the <br /> federal government could eliminate that would be to use eminent domain, and they would <br /> have to compensate for that. He added that the compensation would be more than <br /> sufficient to completely locate it in a different place. Dr. Nobles said the Friends of <br /> Redwood City were concerned that if the connector road was built, "it would be at a <br /> reasonable and supportable cost to the citizens of Redwood City, and there would be no <br /> loss of wetlands involved." Dr. Nobles concurred with Mr. Sotomayor's recommendations <br /> regarding the composition of the Task Force. He expressed support for the resolution. <br /> Nita Spangler, 970 Edgewood Road, said this was a tremendously complicated endeavor. <br /> She said it was important for the Council to show support for this acquisition instead of <br /> focusing on how to build certain things. She said that process would come later. The <br /> acquisition was now. Mrs. Spangler said this was a very good plan to move this project <br /> ahead, and urged Council support. <br /> John Murphy, 421 Luff Lane, referred to a statement made at an earlier Council meeting <br /> about not antagonizing agencies involved in acquiring the land for a Refuge, and asked the <br /> Council to proceed cautiously to avoid antagonizing the tax payers of the General <br /> Improvement District 1-64. Mr. Murphy referred to his letters to the Council since <br /> October regarding the impacts of this acquisition to the residents of GID 1-64, and said his <br /> concern was about the economic impact. He said the Council acted as the Board of <br /> Directors for GID 1-64, and had a responsibility to consider the financial aspects. Mr. <br /> Murphy said there had been no mention of any compensation to GID 1-64 for the loss of <br /> revenue, which he estimated to be $29,000 per year over ten years until the Bonds were <br /> paid. He asked that prior to any action on the resolution, the item of compensation be <br /> addressed. Mr. Murphy said the Council could change the boundaries ofGlD 1-64 if it so <br /> chose. He said Redwood City has considerable open space within the City now, extending <br /> half way into the Bay, and it is presumptuous to add to it before all the aspects could be <br /> considered. He added that a considerable portion ofthat area had already been given to the <br /> State, and "this was too much" for the members of GID 1-64. <br /> Mayor Hartnett asked if anyone else wished to speak.
