<br /> In response to Councilman Leipzig's questions regarding the need to decide at this Council <br /> meeting to relinquish the Whipple funds, City Manager Everett said that the City would <br /> need four votes on the Transportation Authority, and "there are some people on the Board <br /> who also have grade separations under construction that are significantly over cost. It <br /> would be difficult for them to approve money for a project that hasn't yet started <br /> (Whipple) while they are trying to get money for projects already started that are way over. <br /> I think we do have to do this." <br /> Mayor Hartnett said the Transportation Authority has limited funds. "The limited pool <br /> of money has been narrowed because the Transit Authority's own estimates of the costs of <br /> projects has been wrong, and current San Carlos and Belmont projects need literally <br /> millions of dollars more in order to be completed. They have already started those projects <br /> in a more substantial way than we have even started with Jefferson. We need to have the <br /> support of the representatives of those cities if we are to obtain a majority vote on the <br /> Transit Authority to loosen the purse strings on additional monies for Jefferson. This is a <br /> reasonable way to attempt to do that. Passing this resolution at this point strengthens our <br /> hand in joining together with them to get the additional monies each of the cities needs in <br /> order to go on down the track on these projects." <br /> 1) MIS: RUSKINIHOWARD.
