The <br /> - Council pursuant to legal advice is able to do personnel evaluations of those persons for <br /> whom it has evaluation authority in executive session, and that is commonly done... and <br /> properly done in executive session. However, the negotiations or discussions with <br /> personnel regarding merit compensation is not a matter that is legally proper to undertake <br /> in executive session. As such, full Council discussion of a raise for the City Manager <br /> would be at a meeting of the full Council... During our discussions last year, we talked <br /> about more meetings with the City Manager in executive session to continue to look at <br /> how things are going... We talked about having those quarterly. That has not happened <br /> yet. And I for one really needed one of those meetings to be able to sit down with my <br /> colleagues and the City Manager and share my views and hear their views before this item <br /> was brought to the full Council.
