The - Council pursuant to legal advice is able to do personnel evaluations of those persons for whom it has evaluation authority in executive session, and that is commonly done... and properly done in executive session. However, the negotiations or discussions with personnel regarding merit compensation is not a matter that is legally proper to undertake in executive session. As such, full Council discussion of a raise for the City Manager would be at a meeting of the full Council... The recommendation, part of the resolution, comes ITom the Council committee that was appointed to review the issue of compensation and make a recommendation which is what you have before you tonight." And I for one really needed one of those meetings to be able to sit down with my colleagues and the City Manager and share my views and hear their views before this item was brought to the full Council. So please understand that I am voting "no" not because of - any person or persons, but because of a process that to me is disappointing and very unsatisfying."
