commercial properties, the library and the schooL.. There is no public parking off
street. All the parking for the library is on street parking... We have to be concerned
about parking on Euclid Avenue.
"The best we can do when considering this development is think about how much
internal parking we ask for. There is a trade-off in internal parking. If you create more
internal parking, you reduce setbacks, you reduce garden space. These are amenities
for the future home owners. What is of more value to these homeowners, is it parking
space or garden? For myself, being next to the development, I want to make sure
everybody has enough parking spaces inside, so they don't have to park on the street
and don't impact the library and school and church parking.
"That pretty much concludes my remarks. I have tried to be exact... and come up with
a real proposal that will work, and allow the development to proceed."
Mayor Hartnett thanked Mr. Vane and called on the next appellant.
Melanie Thompson, 2303 Carson Street, appellant, said, "As you know I have
children attending Roosevelt Elementary School. When I was at a School Board
meeting back in October regarding why we authorized bilingual education despite
classes specifically specified for learning English only, I heard the School Board
authorize the Superintendent of Schools to enter negotiations for the property at 2150
Roosevelt Avenue. That was the Board Brief I sent to you. I thought a school
purchase was the ideal solution to provide our school system the much needed space
for administration offices or classrooms and provide the land owners and City with
another option. I knew the school was looking at this site for possible administration
offices, so when I read in the paper the District offices had moved, I wrote a letter to
get some answers as to why negotiations failed for our school. What I received was
that letter I sent to you ITom Dr. Crates stating they are still in real need of securing
land for increased student enrollment and if for any reason Classic Communities does
not materialize, they have an interest in pursuing the land. Subsequently I found out
our schools are only leasing the administration offices they are now in while they
search for a permanent administration space.
"I know you all realize how important an administration office is to the operation and
function of any system by the expansive and beautiful City Hall we are building for the
operation and function of this City. I believe our schools deserve the same
opportunity. After receiving Dr. Crates' letter I realized that our schools were still
interested in this land, if we would only pave the way. At the next Planning
Commission meeting I pursued the issue. I was informed by Mr. McCoy and Mr.
Ward that our schools don't have the money. In fact, according to Mr. Ward when he
heard our schools were interested in the land he called Dr. Crates to tell him the land
was not for sale, and Dr. Crates said they don't have the money now anyway, and
suggested opening the homes up on a priority basis to school administrators and
teachers which Mr. Ward agreed to. The information ITom that Planning Commission
meeting completely contradicted what is stated in that letter, and stated in the Tribune
by Assistant Superintendent Mr. Smith which said, as Dr. Crates did, if for any reason
REGULAR COUNCIL MEETING MINUTE BOOK NO. 55 MAY5,1997
MINUTES Page No. 296 PAGE 21
