I I I III

Classic Communities falls through they would have an interest in the land, probably
for administration purposes, but for now it is just a pipe dream.
"So what I was told was a seven day deadline, I filed an appeal while I tried to figure
'- out the discrepancies. After filing I spoke with many members of our school system
and discovered our schools are still searching for land and cannot interfere with Classic
Communities proposal, or they could be sued. A minor detail the Planning
Commission didn't know or assumed I didn't need to know but if I had, I probably
would not be standing here.
"Although that information just furthers my belief that our school system has secured
funding for their pursuit of this plan, and if I assume what Mr. Ward and Mr. McCoy
said that our schools do not have the money, and our School Board authorized
negotiations and pursues without potential means of funding or any conscious reality
of what they can and cannot afford and when, would it be prudent for tax payers to
vote yes on Measure A and supply $44 million to this bureaucracy which has such an
unrealistic and haphazard approach to financing, even with an oversight committee?
"Our school system is claiming with the direct proposal of Measure A that they need
$44 million to provide the current student population and in desperate need to renovate
and build class rooms, technology centers, libraries, bathrooms, etc. just to maintain
effectiveness within the educational system. The increased density of this tract and the
door it opens for others to build as dense in our City will provide further strain on the
current overcrowded and decapitated school system if this measure doesn't pass. And
what message are we sending our students and citizens in this City, that we are willing
- to roll the dice with the future of their schools. And if it does pass, there will be no
doubt in my mind our schools could defmitely purchase this land for this
administration needs, by possibly ITeeing other secured funds ITom maintenance and
portable rentals, if they even need to do so.
"As a City, do we want to set precedent that we will create new zoning language for
developers to build as dense as required in order to profit in our cities? Even if it
increases existing parking and traffic problems, creates disharmony among the 400
signed citizens against the proposal and undermines this City's current commitment to
improve and support our schools. I hope these are some of the questions you evaluate
when you make your decision."
Mayor Hartnett thanked Mrs. Thompson.
------------------------------------------------------------______n______-------------------------------------n______--
Mayor Hartnett declared a recess at 9:51 p.m.
Meeting reconvened at 10:05 p.m.
--------------------------------------------------------------------------------------------------------______n_--------
Mayor Hartnett reminded everyone that the Council had received and read all
-- correspondence, many sent by those who were in the audience, and asked speakers to
REGULAR COUNCIL MEETING MINUTE ROOK NO. 55 MAY5,1997
MINUTES Page No. 297 PAGE 22
