Planner Bonte <br /> reported that the project began 22 months ago with two neighborhood meetings in <br /> response to neighbors concerns about the blight on the closed Petrini store site. In <br /> 1996 Classic Communities began the process to apply for the permits to build a <br /> residential housing development on the site. <br /> Planner Bonte described the major concerns regarding the planning process: Certify <br /> (by the Planning Commission) the Negative Declaration which states that the project <br /> will not have adverse impacts upon the environment; General Plan Amendment to <br /> change the land use designation ITom Neighborhood Commercial to Medium Density <br /> Residential; Zoning Map Amendment to change the zoning designation ITom <br /> Neighborhood Commercial to Single Family Residential Medium Density, a new <br /> zoning designation which would require a zoning text amendment; tentative map and <br /> planned development permits which address the physical layout of the site, property <br /> lines, driveways, etc.; and the final issue, the elimination of the on-site parking <br /> easement, which was established in the 1950s. <br /> Planner Bonte reported that staff was recommending that the Council hear the appeals <br /> of the Certification of the Environmental Assessment and the Tentative Map and <br /> Planning Development Permits, and consider the General Plan Amendment, the <br /> Zoning Map Amendment, the Zoning Text Amendment and the elimination of the <br /> parking easement. <br /> Planner Bonte highlighted some of the important issues still believed to be unresolved <br /> by many in the Neighborhood, including traffic and parking. He said, "initially when <br /> the Negative Declaration was prepared last July, 1996, we did an in-house analysis <br /> with the traffic engineer, but because of neighborhood concerns, an Environmental <br /> Assessment was prepared for the site, which included a traffic analysis. In December <br /> of last year, a more thorough, follow-up traffic study was done by the consultant over a <br /> period of four days to analyze traffic and parking impacts.
