Councilman Ruskin said unless the Council would consider spending general <br /> fund or reserve monies to cover all the requests the Council might have, he could not <br /> support the motion, although he did intend to vote to support the Emergency Hunger Fund <br /> financially. <br /> Councilwoman Buchan said she greatly respected the hard work of the HHCC, and had a <br /> great understanding of the constraints they were under, and yet, like last week, had ended <br /> up with a different opinion. She said, "Eddie Mae Spiller is also very important to me and <br /> to this community." Councilwoman Buchan said she understood why the HHCC did not <br /> approve funding this year, but said she cannot in good conscience let this go without <br /> making an attempt to straighten out this situation and get the Emergency Hunger Fund <br /> back on track. Councilwoman Buchan said she would support the motion, and if it passed, <br /> she would look forward to seeing the paperwork progress made over the next six months. <br /> Councilwoman La Berge said, "I don't think there is anyone in the world that doesn't <br /> admire the work of Eddie Mae Spiller." However, she said, even with that in mind, she <br /> believed the Committee made a very good point this year and previous years, "that the <br /> application had to follow a certain procedure, and budgeting had to be very clear." <br /> Councilwoman La Berge said she would support funding at some level, perhaps at the <br /> $5,000 level with an additional $5,000 in six months, "because there are other <br /> organizations that have real severe needs, too." <br /> Mayor Hartnett said the motion grants $10,000 now and $10,000 in six months with <br /> contingencies. He asked his colleagues, "if you might consider before any money is <br /> actually paid over, there be an appropriate budget submitted and the paperwork be brought <br /> up to the appropriate standards before any of the money in the first six months is actually <br /> given over, so there is a basis to make judgments." Mayor Hartnett said he could not vote <br /> for the motion without paperwork being appropriate at the beginning as well as later. <br /> Also, he said he was reluctant to vote for the full $20,000. He stated he had served on the <br /> HHCC for eight years, "I know that it is not uncommon for requests to be modified... that <br /> has been the case with the Emergency Hunger Fund in the past, and I would feel more <br /> comfortable funding it at the amount that it was funded last year which was $13,000, half <br /> the first six months and half the second six months with the paperwork issues being <br /> resolved."
