<br /> . . . -' <br /> <br /> ITERATION OF THE MOTION <br /> MIS: LEIPZIG/CLAIRE TO SUPPORT THE HUNGER FUND WITH $10,000 FOR THE <br /> - FIRST SIX MONTHS OF THE FISCAL YEAR, AND A SECOND $10,000 CONTINGENT <br /> UPON APPROPRIATE BUDGETING AND REPORTING STANDARDS TO BE <br /> ESTABLISHED BY STAFF <br /> THE MOTION FAILED ON THE FOLLOWING ROLL CALL VOTE: <br /> AYES: COUNCIL MEMBERS BUCHAN, CLAIRE AND LEIPZIG <br /> NOES: LA BERGE, RUSKIN AND MAYOR HARTNETT <br /> MINUTE ORDER NO. 97-101 <br /> MIS: CLAIRE/BUCHAN TO ALLOCATE $10,000 TO THE EMERGENCY HUNGER FUND <br /> FOR A SIX MONTH PERIOD; A BUDGET WILL BE PREPARED BEFORE ANY FUNDS <br /> ARE DISBURSED; AT THE DISCRETION OF THE HOUSING AND HUMAN CONCERNS <br /> COMMITTEE THEY WILL REVIEW THE APPLICATION AND COME BACK TO COUNCIL <br /> WITH ANY FURTHER RECOMMENDATIONS BEFORE THE SIX MONTH PERIOD IS UP <br /> AS TO ADDITIONAL FUNDING IF REQUIRED <br /> Councilman Claire said the motion sets the amount below the $13,000 granted last year <br /> and will keep the Fund going. He added that the six months is not a rnagic number, and <br /> the HHCC can come back to the Council with a recommendation much sooner than that, as <br /> soon as the paperwork is in order. In response to Councilman Ruskin's concems regarding <br /> ¡ the Council's ability to fund other projects, Councilman Claire advised that the Council <br /> L- could direct staff to take funds from the City's $4.1 million in reserves to fund any project. <br /> Mayor Hartnett expressed support for the motion and said it was "important to put it in <br /> context of the work of the HHCC. This is a tremendously important Committee for our <br /> City, and each of the Committee members does ajob that is above and beyond the call of <br /> duty as a number of the speakers have indicated tonight.... The Committee does put <br /> applicants through a wringer and does go through the special effort to send people to talk <br /> to them each year, to ensure that the programs are really as they were presented, and that <br /> they are doing what they say they are doing.... The Committee has demonstrated by its <br /> past recommendations, that the Emergency Hunger Fund is an important fund, that it does <br /> what it says it does, that it is well worth supporting.... In the environment in which we <br /> work, this all volunteer, no staff organization simply has not come up to our standards. <br /> They have to come up to our standards in order for us to give them money, and they would <br /> have to come up to our standards if they were to get money under this motion. <br /> Recognizing the unique circumstances, both historical and current, this would not be <br /> considered a precedent setting decision, and it wouldn't be one that would encourage other <br /> people who don't get the recommendations that they have asked for from the Committee to <br /> appeal to us to overturn Committee decisions.
