Bobby Lewis, 219 Grand Street, Member of the Children's Advisory Board in
Redwood City and a Coordinator of Redwood City Providers network, spoke on behalf
of Michele Sartain. Mrs. Lewis said there was a scarcity of quality child care. Mrs.
Lewis said the Board discussed Mrs. Sartain's situation and the Board felt it was a
private matter between neighbors and doesn't belong before the Council. She
described the quality care provided by Mrs. Sartain.
William Burgess, 759 Canyon Road, Redwood City, spoke on behalf of the
appellants, David Wolfskill and Lynnette Dowling. Mr. Burgess said Mrs. Sartain was
probably admirably qualified as a day care provider, but that was not the question. He
said the previous speakers had a vested interest in the continuance of the day care
facility. Mr. Burgess said the day care facility did pose an inconvenience to the
appellants and to the neighborhood, including increased vehicles which drive up on the
sidewalk, increased number of children walking around, and the Sartain's employees
park at the end of his driveway every work day. Mr. Burgess described the problems
resulting from City improvements to Canyon Road (at property owners request), and
the Sartain's response.
In response to Council questions, Mayor Hartnett advised he had five speaker's cards
remaining.
AT 11:13 P.M. MIS: CLAIRE/LA BERGE TO EXTEND THE MEETING UNTIL 11:30
P.M.
CARRIED BY UNANIMOUS VOICE VOTE.
MINUTE ORDER NO. 97-110
Martin Olivero, 3941 Brookline Way, Redwood City, said he was representing his
daughter. Mr. Olivero said Michele does run a safe and sound facility and agreed with
previous speakers. He said the easement is there, and asked that the Council take part
in finding a win/win situation.
Carla Schoof Mahoney, 1470 Alameda, San Carlos, said her foster son is in
Michele's day care home, and he is doing very well. Mrs. Mahoney said she does not
use the easement, she managed to learn how to negotiate the steep driveway, because
she would rather do that than leave that child care home. Mrs. Mahoney said she has
never seen a child running on that easement. She said the appellants blocking the
easement and making tapes create safety concerns, not the normal use of the easement.
Linda Walters, 746 Canyon Road, across the street from the Sartain home, said they
have lived there for five years, and unless you knew there was a day care home there
you wouldn't be able to tell. She said Canyon Road is a very busy road and access to
all their driveways is difficult. She said it would be a shame to revoke the license.
Ed Walters, 746 Canyon Road, said he had been home for several weeks over the last
couple of months, and while working in his front yard he observed the traffic on
REGULAR COUNCIL MEETING MINUTE BOOK NO. 55 MAY 19, 1997
MINUTES Page No. 354 PAGE 26
