MINUTE ORDER NO. 97-109 Councilman Claire explained the Council policy (put into effect after his term as Mayor and Council meetings that extended into the early morning hours) of requiring a unanimous vote if Council wished to extend the meeting past 11 :00 p.m. Mayor Hartnett called upon those people who submitted speaker's cards. Scott Lockhart, 1144 Cleveland Street, Redwood City, spoke on behalf of the parents using the subject day care home, callìng it excellent day care, a nice, happy and educational place for children. Mr. Lockhart referred to the Don't tread on me flag at 751 Canyon Road, and said he was afraid of Mr. Wolfskill. Marie Imlach-VauDell, 110 Orchard Avenue, Redwood City, spoke in support of the day care home which her son, Tyler, attends, and said it wouldn't be fair to take him away frorn his friends by making Mrs. Sartain reduce the number of children she can care for. She said she does not use the easement. - Gail McAlovey, 754 Canyon Road, said she lives across from the appellant and has not noticed an increase in traffic since the day care home opened. She said she has told the parents of the day care home children they can always use her driveway if they do not want to use the easement or steep driveway at 743 Canyon Road. She said it used to be a great and very friendly neighborhood, but now she has to look out on the Don't tread on me flag. Mary Purcell, 1699 Alameda, Redwood City, said has operated a family day care home out of her home for the past nine years. Mrs. Purcell said the day care industry had come a long way and now DCI offers wonderful insurance. Mrs. Purcell said she was an experienced title officer and described the easement and ownership. She also talked about Redwood City 2000, Redwood City's generosity to day care providers, use of accessory dwellings, and said she "felt for both parties." Albertha Stoney, 1081 Sunset Drive, San Carlos, President of the Family Day Care Association of San Mateo County, spoke in support of Michele Sartain, "a fellow provider and soon to be Board Mernber of the Family Day Care Association." Mrs. Stoney said day care is a home away from home that expands and enhances family experiences, and is an important part of the economy, employing more people in - America than even the computer industry.
