Mr. Sartain said one parent had "stopped <br /> using the easement because she felt so intimidated by the security cameras, and the <br /> flag being flown out in front that says 'Don't tread on me' and Mr. Wolfskill setting up <br /> his video camera in front of people... She uses our driveway, and has probably scraped <br /> off ten pounds of steel from the bottom of her car." Mr. Sartain said his wife had one <br /> full time employee and one part time employee. <br /> Michele Sartain, 743 Canyon Road, owner and operator of the large day care home at <br /> 743 Canyon Road, thanked the Council for its attention to this matter. Mrs. Sartain <br /> said she had eleven children enrolled in day care and had one foster son living with <br /> them. She said on an average day, only five parents use the easement. One child does <br /> not attend on Friday. "This adds up to 24 round trips per week... over the easement. It <br /> is not the 24 per day that the Wolfskill/Dowlings keep insisting on." She said they had <br /> made a concerted effort to discourage use of the easement, and to eliminate parking on <br /> the easement. <br /> Mrs. Sartain said, "Per Senate Bill 265 effective 1/1/97 I can have two extra children <br /> who are at least six years old. This means a license for twelve covers fourteen <br /> children, which I choose not to have. A license for six covers eight children. If my <br /> large family child care permit is revoked I can still have eight children in my day care, <br /> plus we would be financially forced to once again rent out the legal accessory dwelling <br /> we currently use in addition to our home for the child care." Mrs. Sartain said the <br /> rental of that dwelling would add two more cars, and their guests, into the traffic mix at <br /> that address. She said day care traffic was confined to work hours during the week <br /> only. She said the net gain from reducing the permit to a small day care home would <br /> be "one." She said, "Is it worth displacing so many of my present day care children?" <br /> Mrs. Sartain said her day care insurance carrier told her she could add the <br /> Wolfskill/Dowlings to her policy as additional insureds, which "would cover any <br /> incident involving a day care child on the easement." She said if the <br /> Wolfskill/Dowlings were interested and willing, the Sartains would add them to the <br /> policy at no cost to them. Mrs. Sartain said the current liability coverage is one half <br /> million dollars and for $ I 84 per year the Wolfskill/Dowlings could increase that to one <br /> million. The policy would cover day care children during day care operating hours. <br /> Mrs. Sartain asked her supporters to please stand, and about 30 people in the audience <br /> stood in support. <br /> In response to Council questions, Mr. and Mrs. Sartain described the legal accessory <br /> dwelling rental unit on their property and when it had been brought up to Code. <br /> In response to City Attorney Shricker's questions, Mrs. Sartain said she had a full <br /> time employee who parks on the street. <br /> REGULAR COUNCIL MEETING MINUTE BOOK NO. 55 MAY 19, 1997 <br /> MINUTES Page No. 352 PAGE 24 <br />
