explained why two agencies, Ellipse and Second Harvest Good Bank were not being
recommended this year, although the Committee supported their work. Second Harvest
Food Bank had a budget of close to $1 million and their $8,000 request from Redwood
City seemed to be just a token grant, and the Committee felt it could be better spent
elsewhere. Financial assistance to both Ellipse and Second Harvest were included in the
HSF A recommendations.
Chairman Bain described Council liaison to the HHCC, Vice Mayor Howard, and her
participation in the HHCC process regarding both CDBG and HSF A, and her letter of
support for the recommendations sent to her Council colleagues.
Chairman Bain advised that a total of $208,080 was allocated last year for the HSF A
program, and the HHCC was recommending distribution of $182,500. That left an
unallocated balance of $25,580. Chairman Bain described the requests that far exceeded
the amount of money available in certain CDBG categories and suggested Council might
want to allocate some of the HSF A unallocated $25,580 to CDBG programs.
Mayor Hartnett called upon those people in the audience who had turned in speaker's
cards and wanted to speak on the CDBG program distribution.
Paul Cohen, La Raza Centro Legal, Inc., 2600 Middlefield Road, Fair Oaks Community
Center, thanked the HHCC and Kathleen Mahany who visited La Raza, and described La
Raza's expansion of services to the community. Mr. Cohen announced that La Raza will
begin a legal services clinic on the first Thursday of every month beginning in September.
Also, on June 19, 1997 there will be a program on how to deal with difficult tenants and
landlords to be held at the Redwood City Library.
Bea Lopez, Catholic Charities, San Carlos Adult Day Care Center, advised that about 30%
of their clients are from Redwood City, described the Center's activities, and thanked the
Council for its support and funding.
Wendy Nichols, Human Investment Project, thanked the Council for its past support,
described HIP's 25 years of community service, and distributed HIP's Annual Report.
Marcel Hawiger, Midpeninsula Citizens for Fair Housing, also using the FOCC, thanked
the HHCC and Council for its support, described its efforts on behalf of people who face
discrimination when seeking housing, especially families with children, and advised he
would also participate in the June 19 seminar with La Raza. Mr. Hawiger gave the
Council copies of educational materials for property owners and managers to assist them
in compliance with fair housing laws.
Bernadette Mellott, Peninsula Volunteers, Rosener House, thanked the Council for its
continued support, and advised that 52% of Rosener House clients are from Redwood City
and they receive a reduced rate. Mrs. Mellott asked Council to please consider Rosener
House if there were any additional funds available. She advised that the annual cost of this
program is $30,000 and the recommended grant is only $10,000.
REGULAR COUNCIL MEETING MIWJTE BOOK NO. 55 MAY 19, 1997
MINUTES Page No. 334 PAGE 6
