In response to Council questions regarding spanning the culvert at 631-641 Iris Street, Senior Engineer Lynch said the culvert there is Redwood Creek which has a concrete lined trapezoidal shaped channel which is designed to carry a 30-year storm, and either spanning it or changing it to a box culvert would be satisfactory. Engineer Lynch said a lOa-year box culvert would be designed to carry the volume of water that would fall during a storm that might happen once every 100 years. In response to Council questions, Senior Planner Passanisi said the box culvert recommendation was imposed by Engineering to address some concerns about flooding that were raised by the neighbors. He said if these properties were to have residential units built upon them, they could have up to eight or nine units under a Planned Development Permit. In response to Council questions regarding the most troublesome parking periods, Mr. Saisi said, "the issue is, and I think this is what separates this church from most that I am aware of, it is every day. Literally seven days a week if there is not a meeting, there are cars parked there for other purposes. I think they meet there and then hop in another car and go off to a different neighborhood. There is not one day that is worse than others. I experience it most of the time in the evenings from the time I get home - from work at about six and it goes on to approximately 10:00 o'clock. Literally it is every night. There might be a Saturday night that it doesn't happen but it is, honest to God, it is something that takes place... every single day of the week.... If it was once a week, I wouldn't be standing here." Mr. Saisi said the issue was quality of life in their neighborhood. He said there was literally no parking on the street. Councilwoman La Berge said she understood the problem and appreciated Mr. Saisi's concerns, but said, "I don't think that it is all that unusual. My church for example has two Saturday night services. They have a heavy impact on Saturday and three on Sunday plus many activities during the week. I think that it is just something that we have to recognize is happening. And it is probably a good thing. As a person of faith I think a growing congregation is a very good thing. I agree that we have to work very closely together to try to work out these problems, but it is absolutely true that churches do have the right to assemble. They do have the right to meet and it is also very positive to have a church in the neighborhood. That is one of the values we have here in Redwood City." Mr. Saisi said, "I respectfully agree and I respectfully disagree. I grew up in a church going family, and church every Sunday and activities throughout the week. I agree they are a good thing. I don't agree that this is common. I don't agree that this is L- typical. Our street is very short, very small. Their meetings are very well attended and I know you believe that I and my neighbors are going to have to just live with this.
