There hasn't been a charge to <br /> them to make recommendations to us in connection with changing the Codes. <br /> Councilman Ruskin has been attempting to monitor, encourage, and cajole at <br /> times, staff people involved with code enforcement, and to keep us <br /> informed.... When we had the Study Session some time ago relating to code <br /> enforcement, part of that included a discussion of existing Codes, and <br /> questions to Mr. Schnell and others as to whether or not, for effective code <br /> enforcement and beautification in the City, we needed to have more laws or <br /> different laws. At that time the guidance to us was, it appears that what we <br /> have on the books is sufficient. It is simply a question of how you go about <br /> enforcing the Codes, both in terms of the timeliness and the aggressiveness in <br /> that regard." <br /> Council Members further discussed this issue and its financial impacts. <br /> Mayor Hartnett said it may be premature to discuss the financial aspects, <br /> "Perhaps we need to come up with a mechanism for more planning before we <br /> go too far forward." <br /> Councilman Claire suggested that at some point the Council should get <br /> together with the Planning Commission and move forward with an El <br /> Camino Plan that could be put in place as a guideline for future development. <br /> Councilman Ruskin asked for his colleague's positions on these issues. <br /> "Let's say that there are those three elements of El Camino: the code <br /> enforcement, we will move ahead as fast as we can on that; the landscaping <br /> of entry ways and median strips, planting trees, that's the second element; <br /> and then the overall plan for the use of the land on El Camino... Does the <br /> Council then want not to proceed with further landscaping until an overall <br /> plan is worked out with the Planning Commission... or proceed with <br /> landscaping of median strips, planting trees, entry features and consult the <br /> Planning Commission in terms of an overall land use?" <br /> Mayor Hartnett said, "we all want code enforcement to continue along El <br /> Camino Real That has started and we are going to get a report back on what <br /> the status is, and the results....
