. . . -

A. Councilwoman La Berge, rnember of the Committee on Bair Island, along with
Councilman Ruskin, San Carlos Councilwoman Sylvia Nelson, and Chamber
representative Jack Greenalch, announced that they had recently added the final two
members, Ralph Nobles, representing the environmental community, and Manuel
L- Sotomayor who was recommended by two Redwood Shores owners associations. She
announced the Committee's first meeting would be held Monday, July 7, at 7:30 a.m. in
the Library conference room with facilitator George Barbour. Councilwoman La Berge
advised that the Committee had been asked to focus on three areas: continued access to
recreation on Bair Island; continued access and protection of the SBSA force main; and
researching the possibility of an access road between Redwood Shores and Whipple.
(205)
In response to Councilwoman La Berge's question regarding the addition of Mr.
Murphy's item to that list of goals, Council Members agreed that the Committee should
focus on the original three areas. Mayor Hartnett directed staff to provide financial
information to Mr. Murphy.
MINUTE ORDER NO. 97-142
B. Mayor Hartnett responded to the two speakers under Oral Communications who asked
that the Confederate Flag not be flown in the 4th of July Parade, and said it would not be
appropriate for the Council to discuss this issue given the City Attorney's comments.
Mayor Hartnett said he agreed with the previous speakers that the presence of the flag was
reprehensible based on its current and symbolic use by the KKK and other racist, hate
groups, but the law was clear that the City could not intervene. He said that on the other
hand, it was certainly acceptable for individuals to directly or indirectly express opposing
- opinions. Mayor Hartnett said he understood the strong reaction that reasonable people
have to such a symbol, but the First Amendment was alive and well in Redwood City, and
that was very important to a free society. (203)
MEMO 7/1/97
-------------------------------------------------------------------------------------------------------------------------
8.
