Public Hearing to consider extending a moratorium upon opening or expanding adult-
oriented businesses: (205)
Affidavits of Notice of Publication and Mailing are on file in the City Clerk Department.
1) Staff report;
REPORT; Assistant Planner Rizk, June 23,1997
2) Open public hearing;
Mayor Hartnett opened the public hearing at 8:53 p.m.
3) Hear public comment;
A. Cheryl McGovern, 510 Lakeview Way in the unincorporated area of Redwood
City, said she had been living in and near Redwood City since 1975, and had
been bothered by the adult video and book stores on El Camino Real, citing the
two at the opposite ends of Redwood City (the southern one is in the
unincorporated area of Redwood City.) Mrs. McGovem said property values in
Redwood City had decreased over the past few years while the neighboring
communities property values had increased. She said she had invested a lot in
Redwood City and wanted to be proud of her community. She referred to the
Govemor's Book of Lists, a planning document researching all the cities in
California, and said it listed over 250 cities in California with ordinances
regulating adult businesses. She expressed hope that the Council would add
Redwood City to that list and find a permanent solution to the problem.
Mayor Hartnett said the Council agreed with her and that is why the
moratorium was in place. He said that "we will have an ordinance come before
us shortly that will provide the kind of regulation that is the most we can do
within the limits of the protections of free speech and other legal requirements."
REGULAR COUNCIL MEETING MINUTE BOOK NO. 55 JULY 14,1997
MINUTES Page No. 452 PAGE 15
