<br /> II I I I II <br /> <br /> Councilwoman La Berge thanked Mrs. McGovern for addressing the Council <br /> --- on this matter. She said this was a very important issue and the Council needed <br /> to hear from the public. She said she hoped that there were many more people <br /> in the community who will support this effort. Councilwoman La Berge said it <br /> was very important to have a vigilant community. <br /> B. Sue Keely, 766 Canyon Road, said she is an advocate for children as well as for <br /> free speech. Mrs. Keely said she didn't want to be in a position of telling people <br /> what they can read, but she believed the two book stores were exploitive, "it is a <br /> victim kind of business." She said she read that the police have had trouble with <br /> the book store near Sequoia High School, and she felt it was a "crummy place <br /> for a business like that to be that close to a high school. It is also a reflection on <br /> our community. Here we are trying to beautify our community, trying to <br /> upgrade with all of the redevelopment we are doing, and then we have <br /> something like that." Mrs. Keely said she wondered if it was time to go back to <br /> "red light districts", but her main consideration was that those businesses should <br /> not be where children gather. She expressed support for the moratorium and as <br /> strict regulation as possible. <br /> Councilman Ruskin said, "One of the reasons for the moratorium is to give us <br /> time to develop an ordinance so that we can determine how to create districts for <br /> these kinds of businesses. It appears we are not able to not have such business <br /> -- in the City, we are not able to enforce that kind of a policy. But we are able to <br /> create districts it appears, and that's one of the things we are endeavoring to do <br /> now during the moratorium." <br /> Mrs. Keely said districts could create a "nimby concern, and who wants that in <br /> their community." She said sometimes communities "that are least able to take <br /> care of all of their needs in the first place, end up with that kind of stuff in their <br /> community, and I'd be concemed about the way you make that kind of decision. <br /> It will be a tough one for you." <br /> 4) Close public hearing; <br /> MIS: CLAlRE/BUCHAN CLOSE THE PUBLIC HEARING <br /> CARRIED BY UNANIMOUS VOICE VOTE AND THE HEARING WAS CLOSED <br /> AT 9:01 P.M. <br /> 5) Council action: <br /> MIS: BUCHANIHOW ARD.
