<br /> Mrs. C- Vivian said she was mindful of the freedom of speech guarantee that we all cherish <br /> and respect, and asked Council to address the Confederate Flag issue at a public hearing <br /> before it becomes an even greater problem in our community. <br /> Eleanor Reid, 2021 Harding Way, San Mateo, hot dog vendor at 401 Marshall Street, <br /> Redwood City, also expressed her objection to the display of the Confederate Flag during <br /> the 4th of July parade and asked Council to consider ways of preventing its display at any <br /> public event in Redwood City. <br /> In response to questions from Mrs. C-Vivian and Mrs. Reid, Mayor Hartnett explained <br /> that any Council Member could request that an item be put on the agenda, and if in the <br /> future this issue is scheduled, they both would be notified. (203, 205) <br /> MEMO 7/15/97 <br /> C. Pauline Truscelli, 2502 McGarvey, member of the Parks and Recreation Commission, <br /> commended and thanked the Council for finally authorizing the ventilating and air <br /> conditioning improvements at the Veterans Memorial Senior Center. <br /> MEMO 7/15/97 <br /> D. Pete Hughes, 18 Admiralty Court, expressed his objection to the proposed Council <br /> approval (Consent Calendar) of the County's NPDES plan which will charge all County <br /> residents a small fee for federally mandated storm drain services. <br /> In response to Mr. Hughes' question regarding previously budgeted funds for NPDES at <br /> $469K (before Proposition 218 was passed by the voters), and $75K now in the budget, <br /> Mayor Hartnett said, "The County fee is one that is a pass through of charges, and if we <br /> don't impose it, we pay it from the General Fund. It is an obligation one way or another <br /> that has to be paid. The City fee, had it been imposed, would have been for purposes of <br /> paying for those things that we already do through General Fund, or Sewer Fund payments <br /> that are necessary because of the NPDES legal requirements; and you are correct that we <br /> did not raise those monies through an assessment,... (the money) comes from our other <br /> funds." <br /> Councilman Leipzig advised that he had never voted for NPDES, the majority of the <br /> Council did. In response to Councilman Leipzig's questions, City Manager Everett <br /> advised that the County's NPDES fees program occurred before the Proposition 218 <br /> retroactive data and was "grandfathered in." (203, 802» <br /> E. Cynthia Escoto, 1O34-l7th Avenue, Redwood City, also expressed her objections to the <br /> presence of the Confederate Flag in the 4th of July parade and advised she had distributed <br /> Mrs. C-Vivian's flyer. Mrs. Escoto said she encountered some resistance, but continued <br /> distributing them because this issue was very important to her.
