<br /> Mayor Hartnett said, "If we approve the agreement with that, then we will have <br /> purchased a system that includes the hardware, includes the necessary software, and <br /> includes a warranty period in which the system will be rnaintained at no additional cost, <br /> and it includes a maintenance aspect for the years two, three and four as have been <br /> described at the podium by staff. Is that correct?" Assistant City Attorney Sorba said, <br /> "That is correct." <br /> Mayor Hartnett said the amount of the system as cited by Councilwoman La Berge, <br /> $22,250, would be paid from General Fund monies over four years. Assistant City <br /> Attorney Sorba said, "That is correct." <br /> After the motions were made Council Members spoke to the motions. <br /> Mayor Hartnett said, "I think this is, pardon the pun, great bang for the buck. This is a <br /> tool that I think has already proven itself. It is a tool that is an important investment for <br /> our entire community. By investing in the neighborhood in which this tool would serve, <br /> we invest in all of us. I think it is an important investment for the quality of life for the <br /> entire community. The cost to us for this system out of General Fund monies is about the <br /> cost of copy machine maintenance contracts over the life of this agreement. When we <br /> compare that cost to the utility of this tool for the neighborhood it serves and the entire <br /> community, I think that for me in any case, it is a wise investment in our community. I <br /> think the testimony not just tonight but each time this has come up has been compelling, <br /> persuasive and it seems to me near irrefutable. I recognize that there are those who have <br /> sound and reasonable philosophical differences perhaps with this, and I respect those <br /> views as genuinely and sincerely held, and I simply respectfully disagree with those who <br /> take that position. I think that the contract's time has come, and it is time for us to move <br /> on this." <br /> Vice Mayor Howard said, "I believe that the gunshot locator system has demonstrated <br /> that it has had a deterrent effect. Supervisor Ruben Barrales said that it is a tool, and that <br /> is exactly what it is. It was never advertised as being the cure-all for the problem. But it <br /> has been shown to be a very effective tool, not only in lessening the gunfire in this <br /> neighborhood, but also in the empowerment of the community. I can see it. The strength <br /> that you have now in trying to tackle this problem with the Police Department, with the <br /> tools that are being given to you, it is really very encouraging to see." Vice Mayor <br /> Howard described an incident a short time ago wherein a strong wind activated her house <br /> alarm. She said how grateful she was to be able to have a house alarm, and also to have <br /> the police come out and make sure everything was OK. She said the police officer spent a <br /> lot of time investigating this incident, and said, "I don't want to give that service up, and <br /> yet I know that that service costs a great deal to the City. I was quite surprised to see that <br /> less than one percent of alarms are actually a crime in progress, and police officers respond <br /> to an average of eight false alarms a day. Most of us in the community don't want to give <br /> that service up.
