<br /> II I I I I II <br /> <br /> --- The following people spoke in favor of the purchase of the Shotspotter Urban Gunshot <br /> Location System from Trilon Technology based on the community's involvement and <br /> support of the system; the dramatic decrease in random gunfire activity; and the obvious <br /> improved quality oflife: <br /> Lorianna Kastrop, 28 Meadow lane, Redwood City; <br /> Maria Diaz C-Vivian, 438 Cedar Street, Redwood City; <br /> Salvador Sandoval, 2508 Spring Street, Redwood City; <br /> Patricia Sandoval, 2508 Spring Street, Redwood City; <br /> Keith Daum, 563 Scott Avenue, Redwood City; <br /> Nell Rosales, 1021 Hilton, Redwood City. <br /> San Mateo County Supervisor Ruben Barrales urged the Council to approve the gunfue <br /> location system. He said the technology in place had made a difference, that random <br /> gunfire had decreased, and more importantly it had brought the community together, <br /> which had been a goal of the Council for a long time. Supervisor Barrales said this <br /> technology was "not going to cure the ills of society, or a neighborhood, but attention to a <br /> problem, does help." He said Council approval of this state of the art technology will be a <br /> sign to that area of the City that the Council does care and wants to do something positive. <br /> Supervisor Barrales said approval will also "tell the bad guys, the people who use guns,... <br /> the fools who think it is fun to shoot weapons off in the sky, to know that the City is going <br /> -- to try to track them down, and this is one of the tools the City will use." Supervisor <br /> Barrales said a debate about this system should not be "between this particular system and <br /> more cops on the street.... I think you can do both with the County as a full partner with <br /> the City, I think we can put more deputies and police officers on the streets, and have this <br /> system as a tool for them to utilize. I very much would appreciate your approval of this <br /> system this evening." <br /> Mayor Hartnett described the procedures for consideration of this matter: First, the <br /> agreement between the City and Trilon Technology, and the second action, if the first one <br /> is approved, would be the contract with the County that "essentially parallels that and <br /> accomplishes the matters that were described by Captain Warner in terms of <br /> reimbursements." Mayor Hartnett addressed his comments to Assistant City Attorney <br /> Sorba and discussed an item that had yet to be satisfactorily concluded, "and is now in <br /> some revised language to the licensing part of the contract; and that is, the software that is <br /> being provided as part of this system. The system includes both hardware and software, <br /> and is provided pursuant to an irrevocable license. And that is, provided the purchase <br /> price for the whole system is paid as agreed, then the software that comes with it comes <br /> with it pursuant to a license that is not revocable.
