Vice Mayor Howard announced that the City had applied for and just received a grant,
with the help of BCDC, of $400,000. "With that money we will be able to complete Phase
L There are an additional 50 abandoned vessels out in the sluices, and the next step of
course, will be how to address and enforce, keeping it from happening again. That is
something we will be diligently working on. . .. The people involved should be
commended. It has come to the attention of the Assembly, they recognized our problem
and want to help us in our solution. Those of you who are here or have been involved,
thank you very much."
MEMO 7/29/97
-------------------------------------------------------------------------------------------------------------------------
8. STAFF REPORTS - Taken out of order at this time.
A. Purchase of Shotspotter Urban Gunshot Location System from Trilon Technology (304);
REPORT: Police Chief Bolanos, July 28,1997
Police Chief Bolanos presented the staff report and provided a brief history of the gunshot
location system that began in February, 1994. Chief Bolanos described the Phase I and
Phase II testing which was completed in 1996. In March of this year the City Council
directed the Police Department to enter into contract negotiations with Trilon Technology.
Captain Warner provided details of the contract. The cost of the system is $85,000, "for
the first year of service, to make sure all the components are working and to deal with the
software." It is contingent on the County participating as a full partner and sharing half
the cost. Also included is a service agreement with Trilon for the first year as described
above, and service years 2, 3, and 4. The second year cost is $15,500, the third year is
$17,200 and the fourth year is $18,900. The service contract is thereby extended to a total
of 4 years after the purchase of this system. The whole contract is contingent upon the
County sharing half the cost. The San Mateo County Sheriff has committed $25,000 to
match the money the City has already spent on the system to test it. Captain Warner said,
"Essentially, if that money was applied to our half of the cost of the service contract, it is a
negligible $800 total that it would cost us to enter into the service contract."
Captain Warner said half of the City's share of the system, $42,500 will come from
recently awarded state grant money, "so essentially the cost to the City for the system is
$22,250."
Councilwoman La Berge asked, "The entire cost for the first four years, including the
service and maintenance costs after we take the deductions for the money we have already
paid, the total cost for the first four years is $22,250?" Captain Warner said, "yes."
Mayor Hartnett called upon those people in the audience who wished to speak to this
Issue.
REGULAR COUNCIL MEETING MINUTE BOOK NO. 55 JULY28,1997
MINUTES Page No. 488 PAGE 14
