<br /> I : I I I II <br /> <br /> 1) Staff report; <br /> -- REPORT: Senior Civil Engineer Vorametsanti, July 28, 1997 <br /> Senior Engineer Vorametsanti presented the staff report regarding the Redwood <br /> Shores Landscape Maintenance District Assessment ballot. In response to <br /> Councilman Leipzig's request, Engineer Vorametsanti used an overhead to show a <br /> sample of the actual ballot sent to each property owner and described its contents. <br /> In response to Councilwoman Howard's questions regarding phone calls from <br /> property owners, Parks, Recreation and Community Services Superintendent <br /> Hover advised that there had been no more than three calls, and they mostly dealt with <br /> matters that had been explained in the ballot itself. <br /> 2) Open public hearing; <br /> Mayor Hartnett opened the public hearing at 9:29 p.m. <br /> 3) Hear public comments; <br /> Mayor Hartnett called upon those people in the audience who wished to address this <br /> issue. <br /> -- a) Bo Radanovich, 313 Merrilee Place, Danville, said he had been involved in all <br /> the subdivisions in the Lido Neighborhood and the formation of the Lido Specific <br /> Plan. He said that the subject Landscape and Lighting District had always been a <br /> part of the long term maintenance of that District. Mr. Radanovich, project <br /> manager for Ponderosa Homes in Lido Neighborhood Unit 2 and a partner in two <br /> commercial lots in the area, said he fully supported the Assessment District and <br /> urged Council to adopt the resolution. <br /> b) John Murphy, 421 Luff Lane, Redwood City, submitted a letter and read it to the <br /> Council (on file in the City Clerk Department.) Mr. Murphy said the Assessrnent <br /> District favored the City and the Developers at the expense of "future <br /> neighborhood residential tax payers. "Even if the assessment is legally right it is <br /> morally wrong." Mr. Murphy said it had been 25 years since "Watergate, and <br /> subsequent Filegate, Travelgate, and other alleged abuses of authority. We now <br /> face another instance of Redwood City's Tollgate." Mr. Murphy described the <br /> financial impact of the proposed assessments, that he dubbed "tolls", on future <br /> residents of the District. He said "the proposed assessment appears to be an 'end <br /> run' around both the spirit and intent of Proposition 218."
