No one <br /> came forward. <br /> MIS: HOWARD/LA BERGE TO CLOSE THE PUBLIC COMMENT SECTION <br /> OF THE PUBLIC HEARING <br /> CARRIED BY UNANIMOUS VOICE VOTE OF COUNCIL MEMBERS <br /> PRESENT. <br /> MINUTE ORDER NO. 97-164 <br /> 4) Public Tabulation of Votes <br /> Bill Euphrat, of William Euphrat Municipal Finance, consultant to the City for this <br /> project, provided the tabulation of votes. Mr. Euphrat advised that there were 278 <br /> properties eligible to vote, and a total of 154 cast ballots. "The votes were all weighted <br /> by the financial obligation of each property. Some property owners owned more than <br /> one residential lot. Consequently, pursuant to 218 they get more votes than someone <br /> who only owns one residential lot. Out of $136,798 of total fmancial obligation that <br /> was to be levied in this coming fiscal year, $85,707 worth of votes were submitted. <br /> The weighted 'yes' was 89.3% and the weighted 'no' was 10.63% (taken out to more <br /> decimal points.) A total of62% of the financial obligation eligible to vote, voted. And <br /> of the total $136,798, 6.6% said 'no' and 55.9% said 'yes.' That comes up to 62% of <br /> the total and the remainder just didn't vote. There were a number of property owners <br /> who didn't vote. So, it passes. What you are required to have is a weighted 'yes' of <br /> 50% or more. You have a weighted 'yes' of 89.3%. So your vote passes." <br /> Mayor Hartnett said, "What you have reported to us is the actual tabulation of the <br /> ballots received in accordance with the law and each of the ballots has been counted <br /> and weighted in accordance with the mandates of law. Is that correct?" Euphrat said, <br /> "That is correct." <br /> Councilman Leipzig said since the vote was based on a 50% or more vote, "I assume <br /> Prop 218 says fifty percent not two thirds? Euphrat said, "That is correct." Euphrat <br /> added that there were 278 property owners, some with multiple parcels, and parcel <br /> owners were the ones who cast the ballots.
