This item removed by Councilman Leipzig for further discussion. <br /> Request that Redwood City Participate in the 1997 Spare the Air City Campaign <br /> (205) <br /> REPORT: Assistant to the City Manager, July 28,1997 <br /> Councilman Leipzig said that last year the Bay Area Air Quality Management District <br /> came before his professional association, the San Mateo County Realtors, and drafted a <br /> report that encouraged all the cities in their nine County jurisdiction to adopt a resolution <br /> "that would outlaw new fireplaces, and all new construction, and would require the <br /> disabling or retrofitting of all existing flTeplaces at the point of sale... for gas log use only." <br /> Councilman Leipzig said that caused a great deal of concern in his industry, "not only was <br /> it an infringement on property owners rights, but it would cost nearly $4,200 per retrofit. I <br /> just wanted to point that out. This is the kind of thing that comes from this District on a <br /> regular basis that concems our Association and should concern the citizens of Redwood <br /> City and San Mateo County." Councilman Leipzig said that the resolution being proposed <br /> this evening would "authorize and direct the City Manager to implement the following <br /> Spare the Air practices and policies... and the first thing is the establishment of a relaxed <br /> dress code policy for Spare the Air Day. Now, what in the world is that? This is gobbledy <br /> gook to me. It is meaningless." Councilman Leipzig cited the second policy describing an <br /> "information mailing to the citizens of Redwood City on combating air pollution and <br /> traffic congestion. What is that? That's more propaganda for this District." <br /> Councilman Leipzig questioned why a "dress code policy is the number one priority for <br /> Spare the Air Day." He said "I think we ought to think twice before we approve these <br /> things on the Consent Calendar. We need to know what's behind this District." <br /> Vice Mayor Howard said some of the things addressed by the District are very important. <br /> She said, "I am a bicycle rider, and some people have to be in uniforms or dresses and <br /> heels on a certain, particular job.... This would be a breakthrough for people who are not <br /> required to appear on the job in formal dress, if they are going to contribute to a Spare the <br /> Air campaign by not taking a vehicle. I thought this was wonderful, because in jobs I have <br /> had in the past, I would not have been allowed to ride a bicycle without having to do some <br /> major work to make it happen for me, but nothing on the other end to make it convenient <br /> for me to do so. I happen to think some of it is a lot of common sense that they are <br /> applying and I happen to agree with it." <br /> MIS: HOW ARD/LA BERGE.
