This item removed by Councilman Leipzig for further discussion. <br /> Agreement for Renovation of Playgrounds at Stulsaft and Stafford Parks (304) <br /> REPORT: Parks, Recreation and Community Services Director Griffiths, July 28, 1997 <br /> In response to Councilman Leipzig's comments regarding the role of consultants and the <br /> Council appointed Parks and Recreation Commission in this project, and questions why it <br /> had not gone to the Commission before any decisions had been made, Director Griffiths <br /> explained that members of Neighborhood Associations around the two parks had brought <br /> this project and their ideas to the Park and Recreation Department. He said that at this <br /> point, all the reports and recommendations from the neighbors had been forwarded to the <br /> Parks and Recreation Commission. Director Griffiths said the Commission would be <br /> actively involved in the Neighborhood Committee meetings which will begin shortly. <br /> Councilman Leipzig commented, "I would think that maybe we had it just a little <br /> backwards. That we might have run it by the Parks and Rec Commission first. I'm glad <br /> "--- there is the neighborhood group and the particular leaders that are involved in this, but <br /> they should work in conjunction, the level I guess, to me, would be, the Parks and <br /> Recreation Commission first, and the neighbors second. Taking input from the neighbors, <br /> that's the role of the Parks and Rec Commission." <br /> Director Griffiths said the process for this project developed the way it did because so <br /> many people from the community came to the Parks and Rec Department and were very <br /> interested in helping. He said the Commission would be very much involved in this <br /> project. <br /> Mayor Hartnett said, "This is a matter that we have discussed a number of times on the <br /> Council. I understood from the discussions before the Council that we were going to <br /> proceed in the manner that we find tonight, and that the process that has been utilized, is a <br /> process that led to tonight. Mr. Griffiths I think this is a fair statement, at least from my <br /> perspective, that the process as unfolded is the one the Council is aware of, and had <br /> implicitly approved and that it certainly makes sense to have the...
