II I I I I II

Q. This item removed by Mayor Hartnett for further discussion.
------ Purchase of street furniture for Broadway (304);
REPORT: Senior Civil Engineer Lynch, July 28,1997
Mayor Hartnett said he would call upon speakers from the audience first, and Council
Members next.
Paul Sanfilipo, 138 Woodsworth, Redwood City, asked for the attachments mentioned in
the Report submitted to the agenda packet. He asked, 1) Where are the 54 bollards going
to be placed; 2) What is the bench length? and 3) Will the benches actually be all metal or
have wooden slats? Sanfilipo also said he was bothered by the fact that the furniture was
single sourced.
Senior Engineer Lynch showed overheads of a typical block with the bollards, trash
receptacles, bike racks and benches in place. He explained that bollards were necessary to
keep cars from cutting sloping corners too sharply and driving over the sidewalk, and there
would be approximately twelve at each intersection. Engineer Lynch advised that the
Streets Committee didn't like the wooden slats, as they require additional maintenance,
and steel is pretty much maintenance free. He said there would be eight foot benches in
front of the Court House and more of them in that area than any other. The rest of the
"---' benches would be six feet. Engineer Lynch said each manufacturer produces a unique
product, "the Committee looked at several styles and the problem would be the same no
matter where you went. Bidding a steel bench with a generic description, there would be
lots of manufacturers, but we would end up with an odd looking parcel of different styles,
different configurations. The choice to go to one manufacturer is an effort to fmd
something that is aesthetically pleasing to the Committee."
Councilman Leipzig, member of the Council Streets Committee, said, "These benches
will be around longer than Mr. Sanfilipo, or any of us here. So we'll be all right."
Vice Mayor Howard asked if the merchants on Broadway had been asked for their input
regarding where and how many benches should be placed, as some merchants have
expressed concern that benches might encourage some people to stay and cause problems,
which has happened in the past.
Engineer Lynch said there were no public meetings, but he, Committee members and
other staff members contacted merchants and talked one on one.
Councilman Leipzig said, "There were no public, formal set agendized meetings, but we
did talk to every merchant that wanted benches or didn't want benches, that had indicated
in the past, and before we placed benches in a particular location, we did check with that
~ merchant to see if that was acceptable to them."
REGULAR COUNCIL MEETING MINUTE BOOK NO. 55 JULY 28,1997
MINUTES Page No. 483 PAGE 9
