Councilwoman La Berge described the historic meeting of delegations from Redwood <br /> City's Sister City, Zhuhai, China and Redwood City's possible new Sister City, Colima, <br /> -- Mexico, with a Redwood City delegation in the conference room of the new City Hall last <br /> Saturday for the first time. Councilwoman La Berge said it was a very exciting meeting <br /> that she hoped would lead to many cultural exchanges between the three cities, and <br /> possibly lead to a unique three-way Sister City partnership. <br /> MEMO 9/9/97 <br /> ----------------------------------------------------------------------------------------------------------------------------- <br /> 8. STAFF REPORTS <br /> A. INTRODUCTION OF ORDINANCE - Ordinance Establishing a Moratorium on <br /> Development Within the General Commercial ("CG") Zoning District in the Lido <br /> Neighborhood Specific Plan Area; (110) <br /> REPORT: Senior Planner Passanisi, September 8, 1997 <br /> Senior Planner Passinisi presented the staff report advising that the Lido Specific Plan <br /> was approved by Council in 1994 and made public at that time. Overheads were used to <br /> show the Lido residential development and the area marked "CG" that was designated as a <br /> buffer zone between the Lido homes and the SBSA plant. Senior Planner Passanisi said <br /> the Specific Plan included the possibility of a low-rise/R&D up to 75 feet or "other <br /> conditional uses subject to securing a use permit." He said the current proposal for a 4- <br /> -- story low rise building has raised traffic concerns among Redwood Shores residents. <br /> Council Members and staff discussed: the existing traffic impact report; if there was a <br /> need for a new traffic impact report; the existing EIR; original density plans; current <br /> commercial density; the need for a buffer area; what constitutes a low-rise building; the <br /> developers process; the date the vested map was filed; the encroaching residential units; <br /> commercial growth; new school, community center, and park all leading to more traffic; <br /> and the neighbors concerns. The Council Members also discussed the proposed <br /> moratorium that would allow them the opportunity to review all the facts and <br /> circumstances of this development, and then determine what kind of action might best <br /> address the concerns of all the participants. <br /> Council Members discussed the impacts of the proposed moratorium, and City Attorney <br /> Schricker described many of the legal implications, including the government's <br /> responsibility to protect public health, welfare and safety of its citizens, and the legal <br /> concept of what constitutes a nuisance.
