<br /> City Manager Everett explained that when Adam Gee announced his retirement to take <br /> place sometime in 1997, it was decided to conduct an experiment at that time to see if <br /> traffic issues could be handled more effectively by traffic consultants on an as needed <br /> basis. He said that when Adam Gee left in May, staff hired consultants to handle traffic <br /> issues that arose. After a short trial, staff came to the conclusion that an in-house expert, a <br /> Traffic Engineer, would be much more effective and less costly than consultants. City <br /> Manager Everett said there will continue to be a need for consultants for specific projects <br /> from time to time. <br /> MEMO 9/9/97 <br /> C. Councilman Ruskin said he was pleased that the City was participating in the ICMA <br /> performance standards program. He said he believed that developing effective methods of <br /> evaluating performances and outcomes would result in practical achievements. <br /> D. Vice Mayor Howard, Candidate for the November 4 Council Election, described the <br /> hugely successful dedication of the new City Hall on Saturday, September 6, 1997. She <br /> said approximately 1,000 people attended, and everyone had wonderful things to say about <br /> the building and the celebration <br /> Vice Mayor Howard thanked the following people and businesses for making the <br /> dedication such a success: Council Facilities Committee Chair Buchan, Engineering and <br /> Construction Manager Patterson, Executive Assistant Valentine; Housing Specialist Cady, <br /> Community Development Director Nelson. She said outside donations came from Vincent <br /> and Pauline Truscelli, John Anagnostou and Peter Berner, BFI, Image Printing, Don <br /> Minette, Studio S Dance Studio, Rick Herns Productions and his assistant Carrie. Some of <br /> the restaurants who provided food and beverages, for free, included: 2030 Restaurant, <br /> Amelia's, Pizza and Pipes, Burger King, Canyon Inn, Court House Coffee Shop, Give <br /> Pizza a Chance, Redwood Buffet, Subway Sandwiches, Hof Brau Catering and Davis and <br /> Davis Catering. <br /> On behalf of the Council, Vice Mayor Howard sincerely thanked all those contributors <br /> who made the City Hall dedication such a special occasion for the citizens of Redwood <br /> City. <br /> E. Mayor Hartnett, Candidate for the November 4 Council Election, and other Council <br /> Members acknowledged receiving calls about a code violation at the residence located at <br /> 12 Alameda.
