7.1.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 7, 2014 <br /> SUBJECT <br /> Annual Climate Action Plan Implementation Report <br /> RECOMMENDATION <br /> Review the Annual Climate Action Plan Implementation Report <br /> BACKGROUND <br /> In 2006, the State of California passed the Global Warming Solutions Act (AB 32), <br /> which requires the State to reduce its greenhouse gas (GHG) emissions to 1990 levels <br /> by the year 2020 and encourages local governments to reduce emissions in their <br /> jurisdictions by 15 percent below 2005 levels by 2020, and 80 percent below 1990 <br /> levels by 2050. Beginning in 2007, the City of Redwood City conducted baseline GHG <br /> emissions inventories, developed a Community Climate Action Plan and reinforced its <br /> environmental initiatives, energy efficiency and water conservation efforts. <br /> In 2010, Council acknowledged the Redwood City Community Climate Action Plan, an <br /> earlier version of the current Climate Action Plan. In the same year, Council adopted the <br /> Redwood City General Plan, which calls for the preparation of GHG inventories every <br /> one to two years, the adoption of emissions reduction targets, and the adoption of a <br /> Climate Action Plan. To fulfill related General Plan Programs, in 2012, the City of <br /> Redwood City partnered with City and County Association of Governments (C/CAG), <br /> with partial grant funding from Bay Area Air Quality Management District (BAAQMD) <br /> and PG&E, to prepare an emissions forecast, to set an emissions reduction target, and <br /> to adopt the Climate Action Plan. With guidance from the Environmental Initiatives <br /> Subcommittee, the Climate Action Plan was updated to confirm the feasibility of meeting <br /> the State-recommended reduction target, to focus on programs that will achieve <br /> quantifiable reductions in energy and water consumption and GHG emissions, with <br /> emphasis on municipal operations, and to be consistent with BAAQMD guidelines for <br /> qualified GHG reduction strategies and regional climate action planning. At its April 22, <br /> 2013 meeting, the City Council of Redwood City unanimously adopted the City's <br /> Climate Action Plan. <br /> The Climate Action Plan includes 15 measures that allow the City to meet the state- <br /> recommended target reductions by 2020. These measures were selected from a list of <br /> quantifiable GHG reduction strategies developed for participants in the Regionally <br /> Integrated Climate Action Planning Suite (RICAPS) Initiative and recommended by <br /> C/CAG.
