Individual measures were <br /> chosen based not only on their impact on emissions, but also on their appropriateness <br /> and feasibility for Redwood City. Implementation of many of the RICAPS measures had <br /> already begun in Redwood City as a result of state mandates, adopted General Plan <br /> policies and programs, and previous Council direction to staff.
