For the multi-family portion of the program, the Bay Area Regional <br /> Energy Network (BayREN) is offering a new financing program for multifamily energy <br /> retrofits. The program will subsidize conventional loans issued by established lenders <br /> (banks, credit unions, CDFI's) by supplying up to half of the loan capital at 0% interest. <br /> The City provided input regarding contacts with local lenders to approach about this <br /> product. Lender outreach will began in February. <br /> Commercial Energy Efficiency Programs <br /> Status: RICAPS standard metrics and reporting template for CAP measures in <br /> progress; development of outreach program for commercial and industrial energy <br /> efficiency programs began in January 2014 <br /> Redwood City's 2013 commercial energy efficiency program data is anticipated from <br /> PG&E this quarter. At the December Regionally Integrated Climate Action Planning <br /> Suite (RICAPS) meeting, County consultants began soliciting input from local <br /> jurisdictions for the development of standard reporting metrics and for assessing the <br /> dashboard developed by Hara Software. <br /> Green Business Program (GBP) <br /> Status: County Green Business Program on hold pending funding for 2014 <br /> Eight certified green businesses were recognized at the City Council meeting on <br /> October 7, 2013. Two additional Redwood City businesses have applied for certification <br /> since the Climate Action Plan was adopted in April 2013, but there have been no new <br /> certifications. The County is in the process of developing a stable and sustainable <br /> funding approach to continue the program permanently and is expected to send out a <br /> funding request to local jurisdictions the first half of 2014. <br /> Smart Growth Development <br /> Status: 601 residential units added in 2013, achieving 13.4% of the 2020 goal <br /> The Climate Action Plan goal for Smart Growth Development is to continue to <br /> implement the General Plan policies, the Downtown Precise Plan, and the Zoning <br /> Ordinance to prioritize infill, higher-density, transportation-oriented, and mixed-use <br /> development. Implementation of the policies and programs in City planning documents <br /> equates to an additional 4,487 residential units in Redwood City by 2020. The 601 units <br /> added in 2013 represent 13.4% of the total units needed by 2020 to achieve the <br /> estimated GHG reductions in the CAP. <br /> Pedestrian/Bicycle Infrastructure <br /> Status: WebGIS Bikeways layer completed; 43.5 miles of existing bikeways, <br /> exceeding the 2020 mileage goal <br />
