9.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 7, 2014 <br /> SUBJECT <br /> Redwood City General Plan 2013 Annual Report <br /> RECOMMENDATION <br /> Review the Redwood City General Plan 2013 Annual Report and direct staff to forward <br /> the document to the State of California Department of Housing and Community <br /> Development and Governor's Office of Planning and Research. <br /> BACKGROUND <br /> State law (Government Code Section 65400(a)(2)) requires jurisdictions to file an <br /> annual report addressing the status of their General Plan and progress made toward <br /> implementation of General Plan goals, policies, and programs, including progress in <br /> meeting their share of regional housing needs and efforts to remove governmental <br /> constraints to the maintenance, improvement, and development of housing. <br /> As such, the City is completing this 2013 General Plan Annual Report consistent with <br /> State law (Attachment 1). The General Plan Annual Report is intended to meet the <br /> reporting requirements of Government Code 65400(a) (2) and be consistent with the <br /> General Plan Annual Progress Report Guidance provided by the Governor's Office of <br /> Planning and Research (OPR). <br /> Per state law, the Annual Report must be submitted to the City's legislative body for <br /> review and acceptance. A copy of the annual report is required to be provided to the <br /> OPR and the Department of Housing and Community Development (HCD) by April 1 of <br /> each year (with a 60 day grace period). <br /> ANALYSIS <br /> The General Plan Annual Report is organized around major accomplishments to track <br /> progress on implementation programs for each General Plan Element: Built <br /> Environment, Housing, Building Community, Public Safety, and Natural Resources. This <br /> is accomplished through a narrative in the Annual Report (Attachment 1) and a <br /> comprehensive table (Attachment 2) that lists each implementation program, and the <br /> progress achieved during 2013 on that program. Redwood City continues to make <br /> progress on meeting its General Plan goals, policies, and implementation programs <br /> since the New General Plan was adopted in 2010. Below are highlights of the City's <br /> 2013 accomplishments: <br />
