9.A. - Page 2 <br /> • Adoption of the Mixed Use Neighborhood and Mixed Use Live/Work zoning <br /> districts which allow for an additional 573 housing units in these districts. <br /> • Adoption of the Emergency Shelter Combining District, which permits emergency <br /> shelters by right in areas with a T (Transient Residential Units) combining district <br /> designation. <br /> • Planning Commission consideration of the Reasonable Accommodation <br /> Ordinance and the Transitional Housing and Supportive Housing Ordinance, both <br /> of which were approved by Council in February 2014. <br /> • Initiation of the Inner Harbor Study that will take between 12 to 18 months to <br /> complete. Major tasks include facilitating a task force and community <br /> engagement. <br /> • Adoption of the Reusable Bags Ordinance, which prohibits the distribution of <br /> single-use carryout plastic bags. <br /> • Completion of renovations to Mezes Park. Improvement plans are underway for <br /> Jardin de Ninos Park, Main Street Dog Agility Park, and Linden Park. <br /> • Execution of a partnership agreement between the City and YMCA to develop a <br /> new Center/Aquatic/Senior complex at Red Morton Park. <br /> • Adoption of the Public Art Master Plan. <br /> • Adoption of the Climate Action Plan. <br /> Staff will continue to update the Zoning Ordinance to implement General Plan policy. <br /> Implementation programs related to the Built Environment, Housing, Building <br /> Community, Public Safety, and Natural Resources will continue to be completed, <br /> tracked, and recorded. <br /> The Annual Report for the Housing Element has additional requirements. Government <br /> Code Section 65400 requires jurisdictions to complete the Annual Report as related to <br /> the Housing Element using forms and definitions adopted by the California Department <br /> of Housing and Community Development (Attachment 3). These documents include <br /> information on Redwood City's progress in addressing the regional housing need <br /> allocation, including the number of housing units permitted by income level, the status of <br /> programs in the Housing Element and efforts to remove governmental constraints. In <br /> addition, submittal of an annual report to the State is one of the threshold requirements <br /> to qualifying for some State funds, including Housing Related Parks (HRP) Program <br /> funds. Opportunities for additional housing will become available through the <br /> implementation of the Downtown Precise Plan and mixed use corridor zoning districts, <br /> and other housing goals and implementation programs. The City is currently in the <br /> process of updating its Housing Element and further opportunities for public comment <br /> will be available through future noticed meetings. <br /> ALTERNATIVES <br /> Do not accept the Annual Report and direct staff to revise the report before sending it to <br /> HCD and OPR. <br /> FISCAL IMPACT <br /> There are no fiscal impacts associated with this action. <br />
