Redwood City General Plan <br /> 9.A. - Page 7 2013 Annual Report <br /> Resolution 15250: Amend In 2012, the City initiated the rezoning process for a minor <br /> the Strategic General Plan General Plan Amendment for a property located at the <br /> to Change the Land Use corner of El Camino Real and Oakwood Drive. This <br /> Designation of Assessor's property had two land use designations; the majority of the <br /> Parcel Number 059-172- lot, fronting El Camino Real, was designated "Mixed Use — <br /> 370 from "High Density Neighborhood" while the remainder was designated <br /> Residential" to "Mixed Use "Residential — High Density." This was caused by the <br /> — Neighborhood" General Plan Land use Map being based on the County <br /> Assessor's parcel information; the two portions of the lot <br /> area are assessed for property taxes separately by the <br /> County, even though there is only one legal lot at this <br /> location. This General Plan Amendment designates the <br /> entire lot as "Mixed Use — Neighborhood." On April 8, <br /> 2013, as part of the Comprehensive 2013 Zoning <br /> Ordinance and General Plan Land Use Designation, the <br /> City Council adopted said amendment. <br /> Pending General Plan Amendments and Ordinances <br /> On February 10, 2014, the City Council adopted a Reasonable Accommodations <br /> Ordinance in accordance with Program H-15 of the Housing Element, and amended <br /> Article 2 of the Zoning Ordinance revising the definition of dwelling to include transitional <br /> housing, supportive housing, and small residential care facilities as mandated by State <br /> law. <br /> In addition, the City initiated the process for updating the Housing Element and began <br /> outreach efforts for the Inner Harbor Specific Plan. The Housing Element update will <br /> require a General Plan Amendment. Depending on the Task Force's preferred <br /> alternative, a General Plan Amendment may be required for the Inner Harbor Specific <br /> Plan with a target adoption date of December 2014. <br /> Compliance with General Plan Guidelines <br /> Section 65400 of the California Government Code regulates the implementation of the <br /> General Plan and completion of a General Plan annual report. This section requires <br /> jurisdictions to include the degree to which the approved General Plan complies with the <br /> State of California General Plan Guidelines. As noted above, Redwood City recently <br /> prepared a new General Plan that meets all State requirements, including certification <br /> and approval of the Housing Element by the State Department of Housing and <br /> Community Development, environmental justice considerations, and required <br /> consultation with Native American tribes. The General Plan Guidelines were consulted <br /> and adhered to in preparation of the new General Plan. <br /> 2IP <br />
