Redwood City General Plan <br /> 2013 Ann 9.A. - Page 10 <br /> • The City is working with a planning design consultant to develop Single-Family <br /> Residential Design Guidelines. Community input meetings occurred during 2013 <br /> and this effort is targeted for completion in 2014 (Program BE-17: Design <br /> Guidelines). <br /> • In spring 2013, the City initiated the Inner Harbor Study that will take between 12 <br /> to 18 months to complete. Major tasks include facilitating a task force and <br /> community engagement (Program BE-18: Redwood Creek/Harbor Master Plan). <br /> • New gateways are being designed to replace the ones along El Camino Real at <br /> two ends of the city line, which are scheduled for installation in 2014 (Program <br /> BE-21 : Gateways). <br /> • The streetscape project has secured the OBAG grant which will fund $1M of the <br /> streetscape improvements and the Transportation for Livable Communities grant <br /> in the amount of $752,000.00 (Program BE-24: Design Guidelines for <br /> Middlefield). <br /> • New and upgraded traffic signals include the installation of bicycle detection <br /> devices. Construction of the North-South Bicycle Project includes the addition of <br /> bicycle detection at all signalized intersections along the route (from the northern <br /> city limit on Stafford, along Stafford, D Street, Arguello, Broadway, Winslow, <br /> Middlefield, and to the southern city limit) (Program BE-43: Bicycle Detection <br /> Devices). <br /> Specific Update on Mixed-Use Districts: The first implementation program of the <br /> Built Environment is to complete zoning text and zoning map amendments to implement <br /> General Plan policy. City staff initiated the process to draft amendments as required by <br /> the General Plan immediately following adoption of the General Plan. Program BE-1 <br /> requires a phased approach for quick implementation to ensure that priority <br /> development areas are provided with implementing zoning expeditiously. The General <br /> Plan prioritized Zoning Ordinance Amendments for the Mixed Use - Downtown General <br /> Plan land use designation, followed by the Mixed Use - Corridor General Plan land use <br /> designation and other mixed use land use designations. The Mixed Use — Downtown <br /> and Mixed Use — Corridor land use designations allow for the most intensive <br /> development in the City. These areas are envisioned to contribute to a more compact <br /> pattern of development, allow for more housing, and help encourage use of alternative <br /> forms of transportation. <br /> On April 8, 2013, the City Council approved the establishment of the Mixed Use <br /> Neighborhood District under Article 54, the Mixed Use Live/Work Zoning District under <br /> Article 55, the Light Industrial Incubator District under Article 17A, the Emergency <br /> Shelter Combining District and the repeal of the Pedestrian Shopping Combining District <br /> under Article 25, modification of the Commercial Park District under Article 16, the <br /> repeal of Article 16A in its entirety, modification of the Commercial Park District under <br /> Article 29, amendment of the Zoning Map to designate the boundaries of the newly <br /> established districts, and make corresponding revisions to Articles 2, 3, 30, 31, and 53. <br /> 5I <br />
