Redwood City General Plan <br /> 9.A. - Page 11 2013 Annual Report <br /> Housing Element <br /> Adoption: October 11, 2010 <br /> Amendments and Implementing Ordinances: <br /> • Resolution: Adoption of the New General Plan (October 11, 2010) <br /> • Resolution: Adoption of Downtown Precise Plan (January 24, 2011) <br /> • Ordinance: Adoption of five Mixed Use Corridor Districts (June 27, 2011) <br /> • Ordinance: Adoption of the Mixed Use Neighborhood, Mixed Use Live/Work and <br /> Emergency Shelter Combining Districts (April 8, 2013) <br /> • Ordinance: Reasonable Accommodations and Transitional and Supportive <br /> Housing (February 10, 2014) <br /> Summary: The Housing Element specifies ways in which the housing needs of <br /> existing and future resident populations in Redwood City can be met. This Element <br /> must be updated periodically, consistent with State Housing Element Law, and reviewed <br /> by the California Department of Housing and Community Development (HCD). The <br /> adopted Housing Element was reviewed by HCD on December 13, 2010 and found to <br /> be in full compliance with State Housing Element Law. This Housing Element covers a <br /> period extending from 2007 to 2014. <br /> The Housing Element includes 27 implementation programs, established to implement <br /> housing goals and policies. The specific status of each of these programs is included in <br /> HCD's annual Housing Element progress update form (refer to the 2013 Annual <br /> Housing Progress Report). <br /> In 2013, the City completed the following four actions: <br /> 1. Reasonable Accommodation Ordinance: Per Program H-16, the City has <br /> drafted a Reasonable Accommodation Ordinance that was recommended for <br /> approval by Planning Commission on November 12, 2013. This item was <br /> approved by Council on February 10, 2014. <br /> 2. Transitional Housing and Supportive Housing Ordinance: Per Program H- <br /> 12, the City has also drafted amendments to the Zoning Ordinance to clarify that <br /> transitional housing and supportive housing are permitted residential uses of <br /> property, in accordance with state law. This zoning amendment is considered <br /> concurrently with the Reasonable Accommodation Ordinance, and was also <br /> approved by Council on February 10, 2014. <br /> 3. Emergency Shelter Combining District: Per Program H-13, the City drafted an <br /> ordinance allowing emergency shelters by right in areas with a T (Transient <br /> Residential Units) Combining district. This ordinance was adopted on April 8, <br /> 2013. <br /> 61 <br />
