7.1.E. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 7, 2014 <br /> SUBJECT <br /> Amendment No. 1 to Design Services Agreement with G&E Engineering Systems, Inc. <br /> to support the design and construction of the Potable Water System Seismic <br /> Improvement Program <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute Amendment No. 1 to the <br /> Design Services Agreement with G & E Engineering Systems, Inc. (G & E) for <br /> consulting engineering services for the Potable Water System Seismic Improvement <br /> Program, in an amount of $254,653.00 for a total amount of $562,567.00. <br /> BACKGROUND <br /> On February 6, 2012, the City executed an agreement with G & E for design and <br /> construction support services for the Potable Water System Seismic Improvement <br /> Program in the amount of $307,914. <br /> On September 9, 2013, Council accepted the FY 2012 Pre-Disaster Mitigation <br /> Competitive Grant Award from the Federal Emergency Management Agency (FEMA) <br /> and the California Governor's Office of Emergency Services (Cal OES/EMA) for seismic <br /> retrofits of the city's water system. Grant funds of $1,952,760 combined with the City's <br /> required contribution of $650,920 total $2,603,680. <br /> ANALYSIS <br /> G & E has previously provided specialized engineering assistance to evaluate and <br /> recommend seismic improvements to the city's potable water system. Their technical <br /> expertise and knowledge of the grant application process were instrumental in the City's <br /> successful efforts to secure grant funding. G & E will also provide as-needed technical <br /> assistance for grant management, and design and construction support services to <br /> refine the existing design packages. <br /> The proposed amendment expands the original scope of services to include design and <br /> engineering construction support for an additional project eligible for grant funding -- the <br /> Redwood Shores Pipeline Seismic Improvements Project and the Peninsula No. 2 Tank <br /> Modification Project. <br /> The goal of these projects is to improve the potable water system so that the major <br /> components of the water transmission service in the Redwood Shores area can be <br /> restored within 48 hours of a major earthquake.
