7.1.E. - Page 2 <br /> of isolation valves and large diameter standpipes that will allow post-earthquake crews <br /> to turn valves as needed to isolate the leaks for immediate and permanent repairs while <br /> using large above-ground by-pass hoses to provide temporary service to customers. <br /> Adding an external pile system around Peninsula Tank No. 2 can reduce the seismic <br /> forces on the existing piles and lessen the risk of permanent damages to the existing <br /> piles. <br /> The agreement cost is based on the consultant's hourly rate schedule. Staff believes <br /> the additional scope of work is comprehensive, represents a solid level of effort, and is <br /> essential to delivering a complete Council approved work program that has been <br /> accepted and partially funded by the FEMA grant. <br /> ALTERNATIVES <br /> Council may choose not to approve the proposed amendment with G & E Systems, Inc. <br /> and direct staff to find alternate means of completing the work. <br /> FISCAL IMPACT <br /> Funds for the general work of this project have been approved and appropriated in the <br /> Fiscal Year 2013/14 budget as Water Fund Capital Projects — Water System Seismic <br /> Improvement, which has an available balance of $1,465,843.10 as of February 28, <br /> 2014. Seventy five percent (75%) of the project's cost will be reimbursed by FEMA/Cal <br /> OES through the FY 2012 Pre-Disaster Mitigation Competitive Grant which has been <br /> accepted by City Council on September 9, 2013. <br /> ENVIRONMENTAL REVIEW <br /> The engineering design and study proposed in this report do not constitute a project as <br /> defined by the California Environmental Quality Act.
