Comments on report by Police Department Steering Committee; <br /> Officer Sheffield addressed the issue of the Investigative Division, and said the <br /> officers felt they were carrying "extended, active case loads" and they were not able <br /> to address the important cases in a timely manner. Officer Sheffield described the <br /> difficulties he has had in getting his cases pursued, due to the workload of the <br /> investigative officers. He asked that the active case load be monitored. <br /> Officer Sheffield said he had just received the Report this day and did not have <br /> enough time to thoroughly review all the numbers, but looked up the citations over <br /> the last year and did find some discrepancies. Referring to Page 63 of the Report, the <br /> TEl results, which is the number of citations issued compared to the number of injury <br /> accidents, Officer Sheffield said the total number of citations noted in the Report <br /> erroneously included mechanical citations, misdemeanors and City Code violations. <br /> The TEl is based solely on moving violations. Using only moving violations, the <br /> ratio is reduced to 22.3 not the 33.9 noted in the Report. He said the 22.3 is well <br /> below the effective range of 35-40, and several more Traffic officers were needed to <br /> reach that effectiveness range. <br /> - <br /> In response to Council questions regarding definitions of moving violations, Mr. <br /> Heiss cited the vehicle codes and said "we based our conclusions on the best data we <br /> could get at the time." <br /> Officer Sheffield said the results of reviewing last year's citations, "It came up to <br /> 56% movers and 44% mechanical violations... we rounded it up to 60%... If we all <br /> wrote 60%, with their formula, we'd have to have 8.5 Traffic officers... instead of our <br /> 3.75." <br /> Officer Talaat addressed the issue of the Report's recommendation for four officers <br /> and three CSOs. He said there are important differences between what each is <br /> expected to do. Officer Talaat referred to Page 46 of the Report which outlines the <br /> kinds of services each provides. He said an Officer can follow a call from start to <br /> finish and there are other restrictions on CSOs work.
