STUDY SESSION JOINTLY HELD WITH THE REDWOOD CITY PLANNING <br /> - COMMISSION AND REPRESENTATIVES FROM THE ARCHITECTURAL ADVISORY <br /> COMMITTEE AND THE HOUSING AND HUMAN CONCERNS COMMITTEE <br /> Community Development Director Nelson advised there were two El Camino Specific Plans, <br /> 1980 and 1988. She referred to the recent data supplied to the Council from the City <br /> Manager's office regarding current Code Enforcement activities and said tonight's presentation <br /> would focus on the policies and programs stated in the two El Camino Specific Plans and how <br /> they have been implemented. She described the efforts of the Code Enforcement Team, <br /> including Councilman Ruskin, Consultant Terry Bottomley, and herself and other staff to <br /> address landscaping issues in the target area of E1 Camino Real, between Woodside Road and <br /> Vera Street. Director Nelson described plans to hold joint sessions with the Planning <br /> Commission and Architectural Advisory Committee to discuss approaches to set a tone for <br /> improving El Camino Real and other gateways of Redwood City. <br /> Director Nelson said the purpose of the presentation was to have the Council provide direction <br /> to staff based on desired outcomes for El Camino Real which could include direction to: <br /> continue or modify the existing E1 Camino Real Specific plans and programs; work with the <br /> County on certain projects; continue pursuing landscape improvements; and others. <br /> Director Nelson said Senior Planner Passanisi would describe the desired outcome of the <br /> discussion on process which could include direction to: make more use of subcommittees for <br /> - early input; evaluate opportunities to consolidate the review process; provide for a more active <br /> role with the neighborhood boards; and others. <br /> Director Nelson described the staff's pursuit of approval from the State of California for the <br /> Housing Element adopted by Council in 1993. She said the State responded "saying there were <br /> some additional data they needed." Director Nelson described the letter they sent to the State <br /> addressing the deficiencies. She said Senior Planner Riordan would describe the desired <br /> outcomes of the discussion on the Housing Element which could include direction to: provide <br /> input on desirability of including new programs in the Housing Element, a design charette; R-l <br /> MD zoning; triplex zoning; rezoning underutilized industrial land; and expanding mobile home <br /> district. Housing Coordinator Jones-Thomas will present the Consolidated Plan. <br /> A. El Camino Real - Senior Planner Charles Jany <br /> I) Review existing plans and initiatives <br /> Senior Planner Jany discussed the two El Camino Real Specific Plans which focused on <br /> improvements including: physical improvements, land use irnprovements, store front <br /> improvements, signage, landscaping, medians, and housing on second floors over retail on <br /> El Camino Real.
