subcommittee and suggested tackling one project along El Camino Real every quarter. "A
lot of us just want to get started, like tomorrow."
Planning Commissioners expressed support for taking care of some of the smaller issues
right away, such as signage. In the longer term, Code Enforcement should have teeth in it,
to keep the City clean.
Councilman Leipzig expressed his support for the subcommittee, bringing in the County
on several issues, and getting started right away. He said there were two issues. First,
code enforcement, clean-up and maintenance, and the second issue is the concept of
image, etc. Councilman Leipzig said code enforcement should begin today with signs and
medians. He said some parts of Woodside Road, specifically near the overpass, look
horrible, and Woodside should be included in these plans for El Camino Real. He said if
CalTrans objects to the City's efforts to clean-up its roadways, "Let's take them on."
Councilman Leipzig said, "we can change the image of Redwood City overnight, but
we've been talking about it... (and) we haven't done anything." In referring to code
enforcement, Councilman Leipzigs said, "If it is on the books, it's fair game. Ifit's a code,
then let's enforce it."
Several Council Members and Planning Commissioners said they felt the same sense of
urgency and wanted to do something positive on El Camino Real now, and in the long
term. There were additional comments about focusing on implementation of the current
Specific Plans.
Commissioner McCoy expressed concem that the outcome of the subcommittee would
just produce another plan or add another layer of policy and plans to the two Specific
Plans. He said the subcommittee should be encouraged to concentrate on a few large
projects, and perhaps even think about the City assembling smaller properties into one
larger property that would noticeably impact the environment.
Council Members discussed planning and Master planning, the importance of having the
subcommittee refrain from writing another Plan but move forward with how to implement
the two current Plans and policies, focusing on the things staff can do now, and if a
conceptual plan was needed, how it would be implemented. There were additional
comments on the difficulty of establishing a theme and developing an image for Redwood
City, how important it would be to involve the County Board of Supervisors in projects to
achieve common goals along southern El Camino Real, and directing the subcommittee to
make recommendations on how to implement the two Specific Plans along with the
additional tasks identified at this meeting.
3) Comments from the public
Mayor Hartnett called on the one speaker who had turned in a speaker's card.
SPECIAL CITY COUNCIL/PLANNING COMMISSION STUDY SESSION OCTOBER 20, 1997
STUDY SESSION MEETING MINUTES MINUTE BOOK NO. 55 PAGE 6
Page No. 590
