He said the City <br /> should be embarrassed at the condition of the streets and sidewalks, and said "we can <br /> do better." <br /> Councilwoman La Berge said she agreed on a two pronged approach with clean-up <br /> efforts and code enforcement coming right away. She suggested a historic theme for El <br /> Camino real as a long term goal. <br /> Architectural Advisory Committee Member Howard suggested that business owners <br /> should be encouraged to keep their own store fronts clean. He said illegal signs should not <br /> be tolerated, and code enforcement should address that issue right now. <br /> Mayor Hartnett offered a brief summary and described the consensus of the discussion to <br /> form a subcommittee focusing on short term as well as long term goals. In the short term, <br /> there are code enforcement issues that should be addressed right away, and perhaps a <br /> project a quarter should be considered, along with measurable results. In the long term, <br /> many participants want something conceptual, that goes beyond a clean and nice looking <br /> city, and that it be distinctive. No one wants a new plan, just a common sense approach to <br /> what is already there. Mayor Hartnett said everyone agreed that there ought to be work <br /> done with the County, Woodside Road south, a cooperative effort in new projects. Also, <br /> - the City should do whatever needs to be done with the State to address the issue of <br /> mitigations on their properties, short and long term. <br /> MEMO 10/21/97 <br /> In response to Council concerns about code enforcement projects, City Manager Everett <br /> said he would provide a short, two-page report describing Council options and alternatives <br /> based on the law, current staffing, and how resources were currently committed. City <br /> Manager Everett described the code enforcement process which includes a 30-day warning <br /> and follow-up, and said if the Council didn't want staff to go through that process, and <br /> wanted the power to act faster, then the City Attorney would work that out with them, and <br /> staff would act accordingly. City Manager Everett said the Council had been clear in its <br /> instructions, and his report would focus on the issues discussed and how the Council could <br /> address those issues within the parameters cited above. <br /> MEMO 10/21/97 <br /> Councilman Leipzig asked that the subcommittee meet within 30 or 60 days and report <br /> back to the group assembled at this meeting, within 90 days.
