He showed other
similar developments Shea had produced.
In summary, Mr. Hansen said the project would go a long way in fulfilling the housing needs
on the peninsula
In response to Planning Commission questions, Mr. Hansen said acquisition of two properties,
Pac Bell and Bekins, was not feasible. However, the concept was very aggressive in its
proposed acquisitions, and the development was designed to integrate the Pac Bell building.
Mr. Vasquez described the critical mass concept, and said the Bekins building could have a
second life as part of the development some day.
In response to Planning Commissioners' questions regarding the percentage of affordable units
included in the project, Redevelopment Agency Director Church said that specific
percentages of affordable for-sale and rental units had not been addressed, as the development
wasn't that far along in the process. Director Church said staff was looking for information on
that issue from the Planning Commission, Council and the community.
Vice Chairman Verdone called upon those in the audience who wished to speak to this issue:
-
Hilary Paulson, member of the Housing and Human Concerns Committee, brought an article
from the San Francisco Chronicle describing the installation of high speed fiber optics in new
housing units in the South Bay. She said this electronic capability attracts people who want to
operate computers and electronic equipment from their homes, and would add to the upscale
concept. Ms. Paulson asked the Planning Commissioners to consider including fiber optics in
the concept plan.
Richard Haars, DVM, owner of the veterinarian hospital at 1409/1411 El Camino Real, said
he had been at that location for 25 years. Dr. Haars said it would be extremely difficult for him
to find a suitable site for his hospital, if the project acquired his properties and he had to move.
He said he had worked hard for 25 years and had rebuilt most of the building himself. Dr.
Haars asked what the City intended to do for him, his employees and his clients who needed an
inside, safe parking lot. He said there was nothing in the proposal for him, and no matter what
happened, he would not come out ahead.
Robert Henry, Project Developer with the Human Investment Project, said the proposed
concept was a major housing opportunity for the community. He said it was very important to
include an affordable housing component, as the stability of a community is ensured when
residents can remain in their communities.
--
PLANNING COMMISSION STUDY SESSION WITH COUNCIL PARTICIPATION OCTOBER21,1997
STUDY SESSION MEETING MINUTES MINUTE BOOK NO. 55 PAGE 3
Page No. 605
