Notices of the hearing were ma.iled to all property owners within three hundred foot radius. Communication was receiv- ed from Cathryn E. Dwinelle of 80 Elwood Street, protesting the variance on the grounds that this would eauss a breslsdown of tYie zoning boundary�. Mr. Aticholas appeared before � the Council stating that he was not requesting rezoning but had requested variance to allow him to build three unit apartment on his property which was divided in the middle ""`� between R-1 and. R-4 zone.
