Kreiss� Senior Civil <br /> Engineer Melvin Moen, Civil Engineering Associate Arthur Eskelin and Street Maintenance <br /> Superintendent Doyle Chester. � �" <br /> PERSONAL APPEARANCE: Mr. Benjamin Ortega, 129 Lincoln Avenue, appeared before the Council to '�°°�'' <br /> request a water connection on Lot �.3, Oak i�noll Heights, Emerald Lake. P�tIr. Qrte$a stated <br /> that there had been a water meter in front of his lot but same had been removed several <br /> months ago. He stated the need was due to the fact that he was at present renting and <br /> he desired to build a home on the property which he purchased approximately a year ago. <br /> Water Superintendent 1.�Finter explained that this case was similar to many others and that <br /> he had informsd Mr. Ortega of the Councilts policy to deny any further water connections. <br /> After considerable discussion Councilman Ro�rer moved that the water meter be allowed if <br /> and when he could present evidence of a permit from the County to construct a septic tank. <br /> Councilman Spillers stated he was seconding the motion �vith the understanding that there <br /> had been a meter present as claimed by Mr. Ortega prior to the time he purchased the lot. <br /> Motion carried. Councilma.n Jones moved that inasmuch as there had been several requests •-�,, <br /> for water allowed by the Council that the policy determined upon to deny further water <br /> �. ,«� <br /> connections in the Emerald Lake Water District be revoked. Councilman Spillers stated that <br /> �he case 3ust decided was based on facts, the meter havin� been reraoved from the lot. In <br /> his opinion the Council has not abandoned the previous policy but is deciding each case on <br /> its merits. Motion died for lack of a second. <br /> PUBLIC HEARING: HARDTNG AVENUE IMPROVEMENT, OPENING OF BID5. The affidavit of posting and pub- <br /> lication of Call for Bids was ordered filed. The affidavit of mailing, posting and publi- <br /> cation of Resolution of Intention was ordered filed. Mayor Herkner announced opening of <br /> public hearing. OPENING OF BIDS. The following bids v�ere received: <br /> Douglass and Vltoodhouse 6,026.90 <br /> Geo. C. Renz Construction Co. , Inc. �7,2�.9•75 <br /> Engineer' s estimate for the construction was �7�251.75, total cost of the project �8,339•�0• <br /> Bids were referred to the Engineering Department for checking. � """' <br /> � PUBLIC HEARING: HARDING AVENUE IMPROVEMENTS, PUBLIC HEARING. The City Clerk read a petition sign- , ,� <br /> ed by twelve property owners residing in the un-incorporated area protesting the improvements. <br /> Protests were also filed by Richard B. Roelofs, owner of Lot 10, Block 2, Kensington Square, <br /> and from Vivian Luerding, �.13 Alameda de las Pulgas. The hearing was continued until the <br /> � <br /> City Engineer returned after checki�g the bids. <br /> ..�. <br /> PUBLIC HEARING: ADOPTION OF RESOLUTION ESTABLISHING MASTER PARKING PLAlV. City Attorney Currie <br /> advised that the hearing had been continued to this meeting and the Council could deter- <br /> mine whether or not Ma.ster Parking Plan could be adopted and be made a part of the overall <br /> Master Plan. Letter of protest received from Mrs. P. E. Brand, fi05 i�iddlefield Road, was <br /> read in which she protested the inclusion of the block indicated on the plan as #5. There <br />
