Councilman Jones then moved amendment to the Ordinance No. 691 providing <br /> for leashing of dogs similar to that of San Carlos. Motion seconded by Councilman <br /> Britschgi . Mr. James Gleason commented on the present ordinance which he believed to <br /> ,�..�. be inadequate and contained some uninforceable conditions . Mr. Ernest Norwood, owner <br /> �,.. <br /> of a pedigreed dog, favored the leash amendment while Mr. Robert Doyle� 2610 Carolina <br /> Avenue, commented on the Burlingame Ordinance whereby loose dogs were picked up and <br /> impounded whether licensed or not. Councilman Royer was of the opinion that the rapid <br /> ,„..., <br /> development of homes , gardens� etc. made the tightening of enforcement very necessary <br /> at this time. Councilman Spillers advised that the intent of the motion was to have <br /> �,, .. <br /> the City Attorney draw up the necessary ordinance resulting in the leashing of dogs. <br /> Mrs . Eric Erskine stated her opinion that the present ordinance should be enforced to <br /> cover the cat situation as well as dogs . Motion carried. <br /> PARKS AND RECREATION COT�MISSIQN REGARDING FURTHFR DISCUSSION ON SNYDER'S REPORT ON RECOMMEN- <br /> DATION REGARDING MEMBERSHIP OF PARKS AND RECREATION CCM�iISSION. The Parks and Recrea- <br /> tion Commission received a communication from the Sequoia P.T.A. regarding the recom- <br /> mendations contained in the Snyder Report as regards the membership of the Park and <br /> Recreation Commission as foll.ows : <br /> "a. The commission be composed of seven members . <br /> b. The appointments to the Commission be made on nominations as follows : <br /> Five members to be nominated by the City Council� one by the Elementary <br /> Scr.00l District Trustees � and one by the High School District Trustees . <br /> "`_ ° c. The Elementary School District Superintendent and the Union High School <br /> District Superintendent be ex-officio members of the Commission. <br /> � ,. <br /> d. The terms of inerr:bership on the Commission be over-lapping. <br /> e. No more than five of the seven members shall be of the same sex." <br /> Councilman Britsch�:i was not in favor of the appointment of any member of the Commission <br /> by the Schools . Commissioner Hiram Stout discussed the situation which he believed was <br /> operating very satisfactorily at present� however� he would not favor having the two <br /> school superintendents as ex-officio members for the reason that much of the time they <br /> did not find it possible to attend meetings . Commissioner Hanley commented on pasted <br /> experiences when difficulties were experienced in obtaining a quorum� however� since <br /> that time Commissioners Spinas and Bogie had been forced to resign due to heavy pressure <br /> of their occupation, the present practice of four of seven members constituting a <br /> quorum was working out very wel_1. Councilman Spillers then moved that the membership be <br /> ,„...,, <br /> continued as at �resent to include two ex-officio mer�bers without voting powers , <br /> `�"� seconded by Councilman Britscr.gi and carried . <br /> RESGLUTION No. 1638 DETERMINING THE NECESSIT_'Y OF A BOND I�SUE TO COVER FLOOD CONTROL: AND <br /> PGLICE STATION was introduced by Councilman Spil] ers� who moved adoption� seconded by <br /> � Councilman Herkner and carried on roll call. <br /> ;� PROGRESS PAYMENT, PAVING CEITRAL FIRE STATION �ARD BY FREENAN PAVING COMPANY. Payment <br /> amount to �2,178.21 was authorized on motion of Councilman Herkner, seconded by Council- <br /> man Spillers and carried. <br /> CGUNCILWOMAN TINNEY left the meeting at 11:40 P. M. , excused. <br /> CITY MANAGER REP�RTED THAT PLANS AND SFECIFICATIONS WOULD BE COr�iPLETED ABOUT MARCH lst by <br /> Engineer Ed Smith. The descriptions of parcels to be acquired with sup�orting title <br /> reports will be turned over to the City Attorney within one week.
