It was noted. that the reason for the proposed 25 foot <br /> setback wa.s the statement of City En�ineer Jain at the last meeting of the intention <br /> to widen Carlos Avenue at a later date from its present 33 foot width. <br /> MR. JAi,�ES D. PAS�,UAL RE�ITESTED �3ATER ?��'1E�1'.ER TQ SERVE LOTS 17 and 19, Block 27, Oak Knoll <br /> Manor. T,Rr. Pasqu�l stated he had been informed by VJater Superinter._dent Ul�inter that <br /> the Council had adopted a poli.cy of "no further water servicest' in the Emera.ld Lake <br /> � <br /> area. Mr. Pa� ual thought his area should not be considered as �. part o�' the area in ' <br /> � <br /> question. It developed that the applicant could secure service direct from Hetch- <br /> Hetchy providi.ng he was notified that the City �vould not give him service . Pl�r. Winter <br /> again stated that the area needed lar�er lines and that neighbors in this same area <br /> had been refused connections. After i�urther discussion, Coun:cilman Royer, in view of ""�""' <br /> the fact that water was obtainable from Hetch-?ietchy, moved that letter be forwarded �, .� <br /> to P,7r. Pasqual denying ccnnection, seconded by Councilman Spillers and carried. <br /> rl?R. C . D. LATHROP, 715 UPLAND ROAD, also requested water connection. County Health. Depart- <br /> ment had approved the septic tank and building permit was dependent on receiving <br /> water. Water Superintendent Winter refused connection based on the Council policy <br /> adopted some time ago. Discussion followed re�arding the policy established by the <br /> Council and the a�reement of the County Health Department to deny furtY?er permits in <br /> the area, after which Councilman Spillers moved connection be denied, seconded by <br /> Councilman Jones. Councilman Britschgi suggested holding up for 30 days to learn of <br /> the result of pending meeting at Eugene Tavernier� s residence at which time annexation <br /> of the area would be discussed. Councilman Royer stated the Councilts ivillingness to <br /> do everything in their power to encourage annexation. However, Cit� A�ttorney Currie ,,,,� <br /> stated a bond would not be binding on property owner inasmuch as detai]_s were too <br /> �� <br /> ir_definite. Motion to deny connection carried. <br /> GOilTT1NUATION OF� HEARING, EQGLE HILL ADDITION INPROVEMENTS. City Engineer Jain reported <br /> that a check of the bids disclosed a very small correction in Bra�ato Paving Company� s <br /> bid correctin� same to �3�319•95• Oscar Holmes bid of �2,791.5L.� was lov+r and NIr. Jain <br /> recommended the award to Mr. Holmes. There being no protests, written or oral, Coun- <br /> cilman Royer moved the hearing be closed, seconded b y Councilman Herkner and carried. <br /> RESOLUTION No. 1662 QRDERING V�ORK DONF' ON EAGLE HILL ADDITIOAt IIJiPROVEN�NTS. Councilman <br /> Herkner offered resalution and moved adoption, seconded by Councilman Britschgi and <br /> carried on roll call. <br /> RESOLUTION No. 1663 A�'�ARDING BID TO OSCAR HOLIV�S was of'fered by Councilman Jones who moved <br /> adoption, seconded by Councilwoman Tinney and carried on roll call. <br /> �..,�� <br /> CONTINUATIQN OF' P��BLIC HEARING ON HESS ROAD IMPROVEr,�NTS. Affidavit of publication and <br /> posting ordered filed. Time for hearin� on the waiving of debt limitation tivas m � <br /> a.nnounced. There being no protests, written or oral , Councilman Spillers moved to <br /> close the hearing, seconded by Councilwoman Tinney and carried. <br /> RESOLUTION No. 1664, PUBLIC CONVEi�TIENCE AI�TD NECESSI`I'Y, �SS RUAD was offered by Councilman °'�' <br /> Royer who moved its adoption, seconded by Councilman Spillers and carried on roll call. ,...,, <br /> RESOLtTTION No. 1665 APPROVING PLANS AI�TD SPECIFICATIONS QN HESS ROAD was offered by Council- <br /> man Spil.lers who moved adoption, seconded by Councilman Jones and carried on roll call. <br /> City Engineer Jain advised the Planning Commission was in the process of' establishing <br /> plan lines which will allow future openin$ of Hess Road to Poplar Avenue. <br /> RESOLUTION No. 1666, RESOLUTION OF INTET?TION F0� HESS ROAD was offered by Councilman <br /> ?ierkner who moved atoption, seconded b y Councilman Spillers and carried on roll call. <br />
