Affidaeit of <br /> � publi.cation ordered filed. Hearing was announced and there being no protests, Councilman <br /> Britschgi moved close of hearing, seconded by Councilman Royer and carried. ' <br /> Councilman Spillers moved ADOPTION OF O�RDINANCE No. 765, seconded by Couneilwoman Tinney <br /> and carried on roll call. <br /> PUBLIC �APPEARANCE. PIfR. STAN SCOTT, 363-9 Upland Road, appeared to request f�i.rther considera- <br /> � <br /> tion of the Planning Commission� s refusal of use permit to allow a second residence on <br /> the front of Lot 3, Block 16, Oak Knoll Manor. City Attorne� Currie advised this could <br /> be recognized as an appeal to the action of the Planning Commission, ho�►ener, Mr. Scott <br /> was requested to cover his request in the form of a letter to the City Clerk. Councilman <br /> Ro�er then moved that the public hearing be held on May 3, 1954, property owners �►ithin <br /> the 300 foot radius to be advised, mot3on seconded by �ouncilman Spillers and carried. <br /> COMMITTEE REPORT BY CDUNCIL�OMAN TTNNEY. Committee consisting of Councilwoman Tinney, Leonard <br /> Greenwold, and representatives of the Southern Pa�ific �ompany met on March 31st to <br /> discuss t he plan recently proposed by Mr. Leonard Greenwold. The Southern Pacific <br /> representatives were considerabl;� impressed by the proposal but were unable to make any <br /> co�nitments. The� �rill, howener, take the discussion back to their operating department <br /> ' for their consideration. The Southern Pacific Company suggested a study be made on t he <br /> � parking situation on Ar�uello Street and the possibility of angle rather than the present <br /> parallel parkin�. Councilwoman Tinney then moved the matter be referred to the Traffic <br /> Fact Finding Cozinnittee for study and recommendation, seconded b� Councilman Jones and <br /> carried. Councilwoman Tinney next discussed the parking situation on Franklin Street <br /> and in the Franklin Street parking lot. Recent survey of the Traffic Committee indicated <br /> that both of these areas were being tased to 50� of capacity which might warrant removal <br /> of ineters on the east side of Franklin Street. <br /> Discussion followed regarding the possibility of reducing t�.e parking fees on t he <br /> Franklin Street lot in order to bring the parking up to capacity. Mr. Greenwold spoke <br /> briefly on the subjeet as �ell as two members of the Commuters Club who spoke not as <br /> official members but stated their own personal viears. These eommu�ers requested that <br /> further consideration be given to furnishing free parking in t he depot area. Mayor <br /> � <br /> Granger stated that the subject is and has been under consideration and something undoubt- <br /> edly would be worked out in the near future. <br /> Councilman Britschgi was in agreemen� Rith the removal of certain meters and the reduetion <br /> oP rates on the parking lot. Councilman Royer atated his opinion that the removal of <br /> meters on Franklin Street might prove to be in competition with the parking lot and <br /> � <br /> suggested t ha� a re�urvey be undertaken to ascertain the extent of the effeet on the <br /> parking lot were parking on Franklin Street be free of eharge. <br /> The matter of parking on Arguello and Franklin Streeta was refsrred to the Traffic Fact <br /> Finding Committee on motion of Councilman Royer, ssconded by Couneilwvman Tinney. Coun- <br /> eilman Royer called attention to the fact that the Council and the Southern Pacific <br /> Company had been working on the sub�ect as a �oint pro�ect for the past two or three <br />
