An examination of the tally <br /> sheets verified the unofficial returns as follows: <br /> Yes 37 ldo 19 <br /> Absent 1 Absent 1 <br /> Total 38 Total 20 <br /> Annexation declared and Ordinance declaring results of the election was introduced on <br /> motion of Councilma.n Britschgi, seconded by Councilman Spillers and carried. � <br /> COUNCIL ADJOURNED SINE DIE on motion of Councilman Britschgi, seconded by Councilman Royer, ,,,,�,; <br /> and carried. <br /> RECESS - Five Minutes. <br /> ADJOURNED MEE TING, 10:25 P. M. <br /> � <br /> CITY CLERK DODGE called the meeting to order and administered Oath of Office to the newly <br /> � <br /> elected members of the City Council, namely Carl A. Britschgi, William H. Royer and <br /> Hiram S. Stou�, all of whom have been elected for the ensuing four years. <br /> City Clerk Dodge then c�.11ed for nominations for Mayor for the ne�t two years. Coun- <br /> cilman S. D. Herkner was elected by accl�imation on motion of Councilman Jones, seconded <br /> by Councilman Spillers and carried. <br /> Mayor Herkner expressed appreciation of the honor bestowed upon him and promised his <br /> best eff'orts in the interest of t he City. He anticipates the full support of the <br /> Council and will establish the rule "Is it good for Redwood City" . <br /> PUBLIC HEARING ON HESS ROAD IMPROVEMENTS. Affidavit of publication, posting and mailing was <br /> ordered filed. Affidavit of publication calling for bids was ordered filed. Mayor <br /> Herkner announced the time for hearing and anyone in the audience interested was invited <br /> . �.,, <br /> to speak. Mr. Carl Wood, owner of the property where Hess Road ends spoke regarding <br /> his situation as followa: %�" <br /> Estimated assessment for th.e propoaed improvement is �672.00. Mr. Wood protests <br /> the inclusion of his property in the assessment district unless satisfactory <br /> arrangements can be made to protect his interest in connection with extension <br /> through his property. He ob�ects to being asssssed for this improvement, and <br /> again when Hess Road is extended to Poplar Avenue . Mr. Wood will offer no <br /> ob�ections to the present assessment providing Council agrees to: <br /> 1. �3,000 for the land necessary to extend Hess Road. <br /> 2. Eliminate assessments for street xork on the proposed Poplar Avenue and <br /> Hess Road extension. <br /> 3. The right to resubdivide property with the ri�t to build on Lots E and <br /> F with modified set-back restrictions. <br /> City Engineer Jain atated Mr. S�Food was entitled to consideration and was of t he <br /> opinion that assessment could be worked out after the �ob was completed. After further �m-+ <br /> discussion, Councilman Spillers moved, seconded by Councilman Britschgi tzat all pro- �, <br /> tests be overruled, assessment matters to be cleared as suggested by Mr. Jain. Motion <br /> carried. Mr. Katz spoke in favor of the improvement. <br /> BIDS ON HESS RQAD IMPROVEMENT. Bids were opened as follows: <br /> � <br /> Oscar Holmes �1'j,1.}l�.6.81 <br /> Q. C .
